Clerk/Treasurer

The City Clerk/Treasurer Office maintains all City Codes, Ordinances, Resolutions and other legal documents. In addition, the Clerk’s Office processes and handles the formal processing of new subdivision plats, business license registrations, voter registration, easements and agreements, street/alley vacations and is responsible for all recorded documents with the Macomb and St. Clair County Register of Deeds. The City Clerk functions as secretary to the City Council and Building Authority and provides recording secretarial services to the Planning Commission, Zoning Board of Appeals, Economic Development Corporation, Parks & Recreation Commission, Historical Commission and various Ad-Hoc Commissions and Committees.

The City Treasurer is responsible for risk management, cash management, issuing and repaying debt, and interest rate risk, and oversight of investment management. They also advise the City Council on matters relating to municipal finance. They could also have oversight of the collections of user fees such as utility, usage and business licenses. Municipal funding sources are commonly property tax, sales tax, utility bills, and user fees such as licensing and permit fees.
