Rhetorical: Who are the users (primary and secondary) and what are their long-range goals and immediate purposes for the rubric?

Product: What topics should the rubric address? How might they be grouped? In what order? How much should each be weighted?

Each group will select a category to develop: topics, sub-topics, and criteria that should be addressed.
