One interpretation is that it's a criticism of the media, and is saying the media focuses too much on the bad news as opposed to all the good things going on.

The other way to think about it is to ask why is the media constantly focusing on bad news. The answer would be that they are covering what the people want to see. The media is a business. They sell advertising space on their networks, and the more viewers they have, the more they can charge for ads. They know that people watch the news more when bad things or controversial things are going on. That's why they cover news the way they do.
