It is most important that Officers in Charge of Wagon Lines should
1st: Know exactly what they are entitled to draw.
2nd: See that they get it, and always report a shortage.
3rd: See that all they get goes down the horses’ throats
4th: Get all the extras possible, viz: grazing, cut green fodder etc.
