Leeds City Council will soon offer cavity wall and loft insulation to every private household in Leeds. The details of the scheme are yet to be agreed, however the broad principles have been agreed by the leading labour and green party coalition. The idea is modelled on Kirklees Council's pioneering 'Warm Zone' initiative, is estimated to reach 90,000 homes and cost £30m over a three-year period.
