The CA Dream Act is a free application for students who are not U.S. citizens or permanent residents. Students are eligible to receive state financial aid and aid from individual institutions.

Complete Annually: You must complete the FAFSA or CADAA each year to receive financial aid for college expenses.
FSA ID Required for FAFSA: Students and parents need a Federal Student Aid ID (FSA ID) to access and sign the FAFSA.
FAFSA Availability: The 2026-27 FAFSA is currently available at StudentAid.gov.
CADAA for Students without SSN: Students without a Social Security number should complete the CADAA at Dream.csac.ca.gov instead of the FAFSA.
What is a FSA ID?
An FSA ID is a unique username and password that acts as your legal electronic signature for federal financial aid forms.
FSA Tips:
Student and Parent: Each person must create a unique FSA ID, using different email addresses and phone numbers.
Use a personal email: Avoid school email since you will need access after graduation.
Use annually: Your FSA ID is needed each year to complete or renew your FAFSA.
