Region V: Overview and Purpose
The purpose of the Region V Council for Special Education is to develop and share services and programs and establish a cooperative network of resources for special education. The Region V Council will serve as the Coordinated Transportation Services Agency for all member districts. Each member district will enter into a Transportation Services Agreement, a Related Services, Evaluations, Nursing and Other Student Support Services Agreement, an IDEA Non Public Agreement, and Shared Services Agreement with Region V/River Edge BOE, for the purposes of collective bidding and/or sharing of resources.
The Bergen County Region V Council for Special Education will:
- Identify programs of instruction designed to meet the needs of students with disabilities.
- Support the special education operations in each member district by providing resources, code clarifications, etc. to the special education director and other administrators as requested.
- Through district Superintendents, report to local Boards of Education, discussion regarding the execution and administration of mandatory federal and state laws and local policies as they are related to special education.
- Be specifically concerned with special education policy making and the development of administrative guides that are reviewed and validated by each participating Board of Education.
- Provide an array of professional development opportunities to assist special and general education staff in performing their jobs.
- Provide in-service opportunities for case managers and directors regarding the execution and administration of mandatory federal and state laws and local policies as they relate to special education.
- Carry out each member District's activities to ensure compliance with Child Find Obligations
- Provide to each member District Non Public Schools consultation services, child find activities and documentation of collaboration.
- Coordinate Transportation for member Districts
- Provide shared services in requested areas such as Therapy (PT, OT and Speech), Behavioral, Audiologists, Teacher of Deaf, Home Instructors, Assistive Technology, CST evaluations and direct services on as needed basis to member Districts at a uniform rate to be established yearly by the Region and approved by the Superintendent's Council.
- Keep an updated listing of member Districts Special Education class openings.
- Be responsive to requests from member districts for services and supports as needed and/or requested.
