Targets of Measure are the basis of assessment items on the New York State English as a Second Language Achievement Test (NYSESLAT). Encompassed in each Target of Measure is the linguistic demands (content and skills) required to meet the corresponding, Next Generation ELA Standard within a grade-band level. Content area teachers and English as New Language teachers can access this information in depth by consulting the New Language Arts Progressions on Engage New York’s instructional website when designing lesson plans. The New Language Arts Progressions provide detailed information on the language acquisition process, proficiency levels, and markers of achievement by grade level, modality (listening, speaking, reading, writing), and domain (receptive and productive). TOMs are useful for developing formative and summative assessments in both integrated and stand-alone settings. TOMs can also assist you to review student work as evidence to determine report card rankings for ENL.
