Essa Accountability ELP

New York State requires districts to report annual achievement scores related to English proficiency to comply with the Every Student Succeeds Act (ESSA). How do students show progress?

1. EXIT ELL STATUS

  • Grades K-12: scoring Commanding level on the NYSESLAT or

  • Grades 3-8: Scoring Expanding level on the NYSESLAT and 3 or above on the NYS ELA exam in the same school year

  • Grades 9-12: Scoring Expanding level on the NYSESLAT and 65 or above on the Regents Exam in English

2. REACH EXPECTED GAINS ON NEW YORK STATE ENGLISH LANGUAGE ACHIEVEMENT TEST (NYSESLAT)

ELL Status (Less than 5 years)

How is a School’s ELP Calculated?

  1. PROBABILITY OF STUDENTS MEETING GROWTH TARGETS (2015 EXAMPLE BELOW)

  1. AGGREGATING PROBABILITIES AT THE SCHOOL LEVEL (AKA SCHOOL BENCHMARK)

  1. CALCULATE THE RATIO (STUDENTS WHO MADE PROGRESS/EXPECTED GROWTH).

A School Success Ratio of 1 means that 100% of students met expected growth; less than 1 means that the school underperformed compared to expectation; greater than 1 means school outperformed compared to expectation.
