Students identified as ELLs (emergent & simultaneous bilinguals) and Never-ELLs (monolingual students including heritage speakers) have the opportunity to develop academic levels of proficiency in both English and the minority language through reading and content areas. The goal of the program is foster bilingualism and biliteracy, while providing many opportunities to learn two cultures.
Students receive instruction in a 50/50 language model, but ELLs learn to decode words in primary language first and Never-ELLs learn to decode words in English first. Instruction in reading development increases to 50/50 by third grade. All students are exposed to two languages from the start in all subjects.
