DATA MANAGEMENT - COLLECTION - REPORT - SUBSCRIBERS - SYSTEM - USER MANAGEMENT
The user can go to the Options tab, which is a subpage of the Tools Tab (on the left side). The projects are the municipality's address.
Click "Add New Record" Button to create new project.
Then input the following information in the textbox:
Project Name
Address
Due Days After Reading
Billing/Email Days
Disconnection Days After Due
After putting all the information all the information users can also toggle the "Allow Partial Payment".
Click "Create Record" To create new project.

The Type of Use Tab provides information about the consumer standard utility classifications that define the subscriber base.
Click the "Add New Record" Button to create a new type of use. Then input the Type of Use in the textbox. Click "Create Record" To create new Type of Use.

This section (Income Accounts) maps different types of payments and fees to specific accounting codes, ensuring that all revenue collected through the cashiering system is accurately categorized for financial reporting and auditing.
Click the "Add New Record" Button to create a new Income Account. Then input the code, account number, and title in the textbox. Click "Create Record" To create a new income account.

This section (Accountable Forms) identifies the specific document type being tracked, such as a Sales Invoice (or Official Receipt), which is issued to consumers upon payment.
Click the "Add New Record" Button to create a new Accountable Forms. Then input the description, type, unit, and pieces per unit in the textbox. Click "Create Record" To create a new accountable form.

The Additional Charges page allows administrators to configure default charges that may be applied during billing.
Each additional charge contains:
Charge Name
Enable/Disable Toggle
Charge Amount or Percentage
Charge Type (Flat or Percent)
Tax Classification (VATable or Non-VAT)
Edit Button
Delete Button
Enable or disable a charge using the toggle switch depending on whether it should be included during billing.
Click the Add Charge button.
Enter the required information for the new charge, including:
Charge Name
Amount
Charge Type
Tax Class
Active – Enable or disable the charge using the toggle switch.
After entering all the required information, click the Add button to save the new additional charge.
Note: Newly added charges will appear in the Additional Charges list and can be enabled, edited, or deleted at any time.
The Late Payment Surcharge allows the administrator to set the percentage surcharge that will be applied when the Apply Surcharge option is selected during payment processing.
Scroll down to the Late Payment Surcharge section.
Click the Edit button.
Enter the desired Rate (%) in the input field.
Click the Save button to apply the changes.
Note: The surcharge rate is expressed as a percentage (%) and will only be applied to payments where the Apply Surcharge option is enabled during collection.
The Payment Hierarchy page allows administrators to configure the order in which customer payments are applied to different billing components.
Arrange the billing components according to the preferred payment priority.
The configured hierarchy determines how received payments are distributed across bill components during payment transactions.
Note: If no payment hierarchy has been configured, the page will display "No payment hierarchy configured."
After arranging the payment order, click the Save Order button to apply the new payment hierarchy.
The updated hierarchy will be used when processing future customer payments.
The Business Profile module allows administrators to configure the organization's information that will appear on water bills, official receipts, and reports.
This section stores the utility provider's business information, VAT classification, and Tax Identification Number (TIN).
Fill in or update the organization's information in the provided fields.
The Business Profile includes the following:
Business Name
Business Address
Contact Number
Email Address
Ensure that all information entered is accurate, as it will be displayed on generated bills, receipts, and reports.
Select the appropriate VAT Classification for the organization.
Available options include:
Non-VAT – The organization is not subject to Value Added Tax (VAT).
VAT-Registered – Standard VAT is applied to bills and receipts.
Zero-Rated – VAT-registered with a 0% VAT rate.
After selecting the VAT classification, enter the organization's Tax Identification Number (TIN) in the provided field.
After updating all required information:
Review the entered business details.
Verify the selected VAT Classification.
Confirm that the Tax Identification Number (TIN) is correct.
Click the Save Profile button to apply the changes.
Note: Changes made in the Business Profile module will be reflected in generated bills, official receipts, and reports.
This section (Signatories) is used to manage the authorized personnel whose official names and titles appear on the utility's financial and operational documents.
Click the "Add New Record" Button to create a new signatory. Then input the full name and job title in the textbox. Click "Create Record" To create a new signatory.

This section (Type of Subscriber) is an administrative reference panel used to classify the entities or individuals holding service contracts with the water district.
Click the "Add New Record" Button to create a new type of subscriber. Then, input the subscriber type name in the textbox. Click "Create Record" To create a new subscriber type name.

This section (Email Settings) is a technical setup panel. It configures the automated communication system of qUBS, allowing the platform to autonomously distribute monthly digital water bills (Statements of Account or SOA) and urgent disconnection notices to consumers via email.

Sign in to the official Google Account management dashboard via myaccount.google.com.
Navigate to the Security tab and ensure 2-Step Verification is enabled.
Search for "App passwords" and create a new custom token, explicitly selecting the Mail / Windows Computer profile.
Copy the unique 16-character security key provided by Google and paste it into the qUBS form field.
The VAT / Tax Configuration page allows the administrator to manage the VAT rate applied to all generated water bills. When a new VAT rate is added, the previous rate is automatically preserved in the Rate History for reference.
Enter the required information:
Rate (%) – Enter the VAT percentage.
Effective From – Select the date when the VAT rate will take effect.
Notes (Optional) – Add remarks or references for the change.
Click the Save New Rate button to apply the new VAT configuration.

This section (Accounts) serves as the control panel for staff access and identity administration. This module ensures system security and data integrity by tracking exactly who is authorized to log into qUBS and establishing clear accountability for every recorded transaction.
Click the "Add New Record" Button to create a new Account. Then, input the username, last name, first name, and pick the role from the dropdown menu. Click "Create Record" To create a new accounts.

This section (Roles & Access) is the security matrix control center for qUBS. It establishes Role-Based Access Control (RBAC), allowing super administrators to configure exact granular permissions for different job functions across the water district.
Under the Manage Access column, clicking the specialized icon next to a role launches the feature-by-feature permission checklist on the different modules' platform tabs of the website. The user can manage access between the roles or jobs across the water district. Just check or uncheck the checkbox of the modules, after that, click "SAVE ACCESS" to save access to the role
