Welcome to Fallout PAP 2nd Edition. This is a Fan-Made game and has no relation to the respective owners. In FalloutPAP you explore the irradiated wasteland of the United States of America. In this game all you need is this rule book, pencils and paper, a DM (Dungeon Master), and a couple of friends.
In the year 2077 the world changed forever. The USA and China launched nuclear missiles at each other, burying the world in a coat of radiation. The ones who were selected or could afford it joined Vaults that were made by Vault-Tec. Vault-Tec was going to secretly test experiments on the vault inhabitants. Some people were not selected, couldn't afford it, or didn't make it in time. Some of these people became Ghouls. Ghouls had an immunity to radiation and were able to survive with less food and water. While they do have these perks they are highly discriminated against in the wastes. The remaining people either came together to survive or became raiders to plunder what was left of the world. In FalloutPAP New Vegas you are on the West Coast in a land full of different factions and irradiated monsters.
In this world all your traits are categorized with a handy-dandy acronym. S is for Strength, Strength allows you to be stronger with Melee attacks and pick up bigger things. P is for Perception, Perception allows you to shoot more accurately and find more hidden things while looking around. E is for Endurance, Endurance allows you to take a harder hit giving you more health. C is for Charisma
Just like in any role playing game there are races. In the base game of FalloutPAP there are 3 races, Human, Ghoul, and Super Mutant. Each on has their own specialties and interactions with other races.
The Human in FalloutPAP is the most basic race there is. To other humans they are just normal and Ghouls will treat them well if they are nice. Super Mutants normally dislike humans but ocasionally you will find one that likes them.

The Ghoul in FalloutPAP is a special one. Humans normally dislike them but Ghouls are kind to each other. Super Mutants will still try to eat you but sometimes you will find one that likes you.

One of The Pack: Feral Ghouls will not try to attack you.
Mind Rot: When you enter an irradiated area roll a D20 with a DC of 5. If you fail add one Feral counter. When you reach 10 feral counters you turn feral.
Ghoul: You only need food and Water every 2 days.
Monsters of the Wastes: People are more inclined to hold info from you or to be hostile.

Like Races Classes are a very important part of a roleplaying game. Classes define your character. Whether you are a sharpshooter, scrapper, Raider, or Engineer. These are some of the base classes although there are many more on the website.

Combat is a major part of the wastes. With guns and swords you can defend your self and others or destroy your enemies. Weapons big and small are useful throughout the wasteland.
Vault-Tec has been nice enough to give you access to V.A.T.S. which will help you with combat in the wasteland. In the waste land there are many different enemies which will try to kill you and each have their own anatomy. Most human-like creatures, such as Humans, Ghouls, and Super Mutants, have only a couple different parts. They have the Head, Torso, Left Arm, Right Arm, Left Leg, and Right Leg. You can choose to target any one of these body parts in combat. Each body part has a different chance to hit. Say a Feral Ghoul is 30 feet away and out of cover. In this case it could be a 75% chance to hit. The Overseer will tell you the chance to hit for each body part, some parts deal more damage then others. To figure out if you hit take out a percent die and 1d10. Roll these dice. Say I got 70 on the percent die and 0 on the d10. In this case I would hit because the number was smaller than 75. If you roll higher than you miss.
