Luís Eduardo Vitorino da Câmara Manoel, Portugal's first Honorary Consul to Utah, was born in Évora, Portugal. He is the son of Eduardo Câmara Manoel, an agricultural engineer, and Maria José Vitorino, a school teacher. He grew up in the city of Setúbal, where as a young boy scout he fell in love with nature, spending countless days and nights exploring the mountains of Serra da Arrábida. As an adult, Scouting continued to be an important dimension of his life, having served the youth of his community for more than 20 years, as well as on some of the organization's governing bodies at state and national levels.
He attended Brigham Young University in Provo, Utah, USA, where he received a Bachelor Degree in International Relations and later a Master of Business Administration from the University of Phoenix in Seattle, Washington.

Luis and Angela Câmara Manoel are the parents of four children.
Earlier in his career, Luis led several organizations in the technology sector, KeyScouter.com, of which he was a founder, and later at Novell and Microsoft. He is the author of several articles in Information Technology publications.
Throughout his career, Luis has been involved in various international development efforts, and has traveled extensively throughout the African Continent, Central and Latin America, Asia and Southeast Asia, to develop, test, and promote programs designed to overcome the most common causes of poverty.
Currently, Luis leads a consulting group which supports the humanitarian efforts of The Church of Jesus Christ of Latter-day Saints, in Salt Lake City. His team is dedicated to addressing some of the challenges faced by many communities in developing nations. His work focuses on promoting and supporting maternal health, child nutrition, education, micro-entrepreneurship, access to clean water and food security, all essential components to improving and sustaining life.
Luis is married to Angela Marie Fawson of Grantsville, Utah. They are the parents of four children.
He enjoys spending time in the ocean and is a certified open water scuba diver.
Luis was appointed by João Gomes Cravinho, Portugal's Minister of Foreign Affairs, on July 7, 2023, on recommendation of Francisco Duarte Lopes, Ambassador of Portugal in Washington, D.C. His appointment was recognized by the United States Department of State on September 12, 2024.
