The Consulate General of Portugal in San Francisco, in collaboration with the Coordination for Portuguese Language Teaching in the U.S. (CEPE-USA) and the Honorary Consulate of Portugal in Utah, announced this week, the renewal of the Memorandum of Understanding (MoU) between Camões, Institute for Cooperation and Language, I.P., and the Utah State Board of Education. This renewal marks a significant milestone in promoting the Portuguese language and culture in the United States.
The MoU, originally signed in 2020, has been extended for an additional five years. This new phase of cooperation reaffirms the commitment to strengthening Portuguese language education in Utah. The agreement will provide support to school districts through teaching materials, platforms for Portuguese as a non-native language, and the development of a visiting teacher program from Portugal.

Since the initial signing of the MoU, the number of students enrolled in Portuguese programs in Utah has increased from 2,600 in 2020 to 3,246 in the current academic year. The Portuguese-English dual-language education program has become a notable success, serving more than 120,000 students in foreign language courses, with around 60,000 enrolled in bilingual immersion programs.
The renewal of the MoU follows the official visit of the Ambassador of Portugal to the U.S., Francisco Duarte Lopes, to Utah in January 2025. Accompanied by the Consul General of Portugal in San Francisco, Filipe Ramalheira, the Coordinator for Portuguese Language Teaching in the U.S., João Caixinha, and the Honorary Consul of Portugal in Utah, Luis Camara Manoel, the Ambassador emphasized Portugal’s strategic interest in deepening this collaboration with State Superintendent Dr. Sydnee Dickson.
The active involvement of Camões, I.P., in coordination with CEPE-USA and supported by FLAD, has enabled participating schools to access pedagogical and bibliographic resources, promoting reading and engagement with Lusophone culture. The importance of this partnership is also demonstrated by the growing number of students taking the NEWL (National Examinations in World Languages) Portuguese exam, an assessment recognized by the College Board that can earn students college credits in the U.S. In April, 214 students from seven Utah schools took the exam.
