Good governance tells us that we need a system to ensure that projects run smoothly.
As a Local Authority, we have to ensure best value, quality assurance and improvement.
To assist us in this process, we will use the following governance structure for Pupil Equity Projects.

In March, you were invited to a PEF Panel discussion, based on your Local Area Learning Community. At this panel discussion, you will have had the opportunity to share your project ideas with a panel composed of:
The purpose of this peer review panel was to discuss the nature of your project(s), how it will deliver your identified outcome(s), and any other points that it might be helpful for you to consider.
The PEF Project Board will, on behalf of the Authority, oversee all individual and joint school projects in line with the PEF – National Operational Guidance, and will be established for the duration of the PEF project.
It will be the Board’s role to oversee all projects which establishments plan to undertake as the work commences; thereafter the Board will receive updates on the progress of these individual or group initiatives. The Board will also provide unified direction to the project as well as guidance to establishment Head’s where required.
The PEF Project Board will meet every six months (subject to ongoing review) and will receive updates from Head Teachers in advance of these meetings in the form of a Project Highlight Report. As schools will be expected to incorporate details of their PEF into existing school improvement plans and standards and quality reports, these, as well as normal scrutiny in terms of HGIOS?4 and validation visit results, may be examined by the Board.
Head Teachers may be required to attend Project Board meetings. This will routinely occur if there is an exception to the individual plan for that establishment or group of establishments.
The Project Support Group (PSG) will provide specialist assistance and support to Head Teachers and will also scrutinise plans on behalf of the PEF Project Board.
The PSG will provide support for Head Teachers on any aspect of the project, in particular, the requirement for all establishments to adhere to the key principles of the PEF project as stated in the National Operational Guidelines.
The PSG will meet quarterly (subject to ongoing review) and will receive updates from Head Teachers in advance of these meetings by Project Status Updates. The group may also receive ongoing updates through improvements plans, standards and quality reports as well as information gathered using HGIOS?4 within validation visits.
Notwithstanding the group’s meeting schedule, Head Teachers may request to meet with the group or a member of the group as required. The availability of members of the PSG requires some flexibility to respond to demand in the initial stages of the project to ensure that all establishment Heads receive the support they require. Accordingly, the frequency of meetings may be subject to change to meet the needs of all schools.
