Born on 25 March 1976 in Durban, Steenhuisen demonstrated an early passion for politics, serving as Branch Chairperson for Ward 36 Durban North in his late teens. In 1999, he was elected to the Durban City Council at just 22 years old, making him one of the city's youngest councillors.
In 2006, Steenhuisen was elected Caucus Leader of the Democratic Alliance (DA) on the eThekwini Council, serving on the City’s Executive Committee and contributing to projects such as 2010 World Cup preparations, Moses Mabhida Stadium construction, and Durban’s blue flag beach status. He remained a council representative for 10 years until the 2009 General Election, when he transitioned to the KwaZulu-Natal Provincial Legislature as Leader of the DA Caucus and Provincial Leader.
Steenhuisen entered the National Assembly in 2010, serving as DA Shadow Minister on Cooperative Government and Traditional Affairs (COGTA). In May 2014, he was appointed Chief Whip of the Official Opposition, a role he held until October 2019.
In November 2019, Steenhuisen became Interim Federal Leader of the DA, officially elected to the position in November 2020. He was re-elected in April 2023, having solidified party stability and policy coherence during his tenure.
Following the 2024 General Election, the DA became the second-largest party within South Africa’s Government of National Unity. Under this new administration, Steenhuisen was appointed National Minister of Agriculture, expanding his influence in governance (Dalrrd.gov.za, 2025).
She was appointed Deputy Minister of Agriculture on 3 July 2024, previously served as Deputy Minister of Agriculture, Rural Development and Land Reform from 5 August 2021 to 19 June 2024. She held the position of Deputy Minister of Small Business Development from 29 May 2019 to 5 August 2021.
She has served as an ANC Member of Parliament (National Assembly) from 21 May 2014 to 7 May 2019 as well as served as Chairperson of the Portfolio Committee on Social Development from 20 June 2014 to 7 May 2019.
Ms Capa is ranked 52nd Candidate on the ANC National Election List for 2014. She remains a long-standing member of the African National Congress (ANC)(Www.gov.za, 2024).

In order to ensure food security and ongoing social and economic advancement for all South Africans, the Department of Agriculture, Land Reform, and Rural Development is dedicated to maintaining an equitable and sustainable land dispensation, enhancing the productivity of agriculture value chains, and serving as a coordinator and catalyst in rural development.
In accordance with important national, provincial, and local goals and policies, the department seeks to fulfill its mandate.
The NDP, the NDP Five-Year Implementation Plan, the MTSF, the priorities of women, children, youth, and persons with disabilities, as well as provincial priorities and the department's mission, will all be advanced by DALRRD.
