Special Education Processes & Procedures
Utilizing a seminar format, this course will cover a thorough analysis of foundational aspects of special education services, legal issues, ethical and professional issues, collaborative practices, and the transition from K12 to postsecondary setting & adulthood for students with disabilities. We will explore current trends regarding special education services as they relate to students with disabilities, their families, general education, and the community. Emphasis will be placed on the role of the special education teacher in relation to all topics discussed. Prerequisites: QPA of 2.70; completion of Education 100.2, 160, 210, and 244; field clearances and other documents for fieldwork required, and passing score on the Basic Skills tests (PAPA/CORE or exempt status).
Court Cases: Diana VS State Board of Education (1970)
A group of nine spansih speaking students, one of which was named Diana, were falsely identified as MR, because they were not tested in their native language. The nine students were eventually retested and seven of the nine students were above the IQ cut off line, with an average gain of 15 points. The case went to court and an order was agreed upon, which stated children be tested in their primary language;
Mexican American and Chinese Children in EMR classes need reevaluation; children were given support to return to regular classes; and the state required to standardize an appropriate IQ test.
