Montebello Unified School District offers a state-approved two-year Teacher Induction Program.  Eligible candidates are those who are teaching full time, hold a valid California SB2042 Multiple Subject, Single Subject, or Education Specialist Preliminary Credential, and have a teaching contract (teacher of record).  Education Specialists are able to obtain a clear credential in a Mild/Moderate, Moderate/Severe, and Early Childhood Special Education authorization.  If your preliminary credential specifies that you must participate in Induction to earn the clear credential, then you must complete a two-year Induction Program before the Preliminary Credential expires.  Access your credential online: ctc.ca.govEligible teachers are identified during their onboarding process, and referred to the Induction Program Specialist.

The mission of MTIP is to offer new teachers valuable avenues for advancing their teaching practice. This is accomplished through meaningful opportunities for thoughtful mentoring conversations, reflection on teaching practices, and the articulation of their instructional approaches. Additionally, participation in relevant professional learning activities further supports new teachers in progressing their teaching methods. 

By actively engaging in these components of MTIP, new teachers are equipped to continuously improve their instructional skills, ultimately benefiting the academic achievement and social development of their students.

Eligibility

Eligible teachers are identified during their onboarding process, and referred to the Induction Program Specialist.  Teachers are provided with program information prior to enrolling in the program.  There is no cost to the teacher for participating in the two-year job embedded accreditation program.


Dual Credential

If a candidate holds multiple credentials, they can be cleared concurrently through the Montebello Teacher Induction Program (MTIP). Candidates can clear a Multiple Subject, Single Subject, and/or an Education Specialist Credential.  An individualized program will be created to meet the needs of the teacher to clear both credentials simultaneously through the MTIP.

Program Structure

Throughout the two years of participation, candidates will work with a mentor who will assist in collecting evidence of teaching practice through weekly communication, development of professional growth goals, and implementation of those goals on an Individual Learning Plan (ILP). 

Candidates will be guided as they reflect on their practice and collect evidence for the demonstration of competency.  The candidate should plan to spend no less than one hour per week communicating with the assigned mentor on induction requirements. In addition, there are mandatory program meetings scheduled throughout the year.  These dates will be provided in advance so that arrangements can be made to ensure attendance.

Program Goals

MTIP is a two-year, job-embedded program designed to support and mentor candidates during their initial years of teaching with a preliminary credential. It capitalizes on the candidate's prior knowledge and preparation while helping them navigate the realities of the classroom.

Experienced Teachers on Special Assignment (TOSA) serve as full-time release (FTR) mentors in MTIP.  The FTR mentor provides coaching and guidance aligned with the state-adopted academic content standards and CSTP. Within the first 60 days of enrollment, the candidate and their mentor collaboratively create an Individual Learning Plan (ILP) to personalize their professional development journey.

The ILP serves as a road map for the goals the candidates will focus on over the course of the next two years. The ILP is designed and implemented solely for the professional growth and development of the candidate and not for evaluation for employment purposes.

Enrollment Assurance Policy

The Montebello Unified School District (MUSD) assures that when a teacher candidate has enrolled in the Induction Program, the candidate is matched with an assigned Teacher on Special Assignment (TOSA) and/or consulting mentor within 30 days of their enrollment. Each mentor is matched based on credentials held, grade level and/or subject area experience, and school site (whenever possible).  Together, the candidate and mentor will develop and maintain an Individualized Learning Plan (ILP), to account for all progress made within the program. Goals for each candidate will be developed within the context of the Individual Learning Plan (ILP) within the first 60 days of the candidate’s enrollment in the program.  The enrolled candidate will remain in the program until the candidate completes program requirements, withdraws from the program, is dropped from the program based on established criteria, or is admitted to another program to complete program requirements, with minimal disruption, for authorization.

Confidentiality Policy

Confidentiality is a fundamental principle of MTIP. Communication between the candidate and their mentor is strictly confidential, fostering a safe and trust-based environment throughout the two-year program. The mentor-candidate conversations should be centered around supporting inquiries to promote professional growth.

All induction documentation belongs to the candidate and is intended for credential completion purposes. The ILP is solely designed and implemented to facilitate the candidate's professional development and is not used for employment evaluation purposes. The candidate has the option to share induction documents with their site administrator.

Online induction work and documentation are accessible only to MTIP program staff and CTC accreditation team members during accreditation visits.

Professional conversations held during induction meetings are regarded as confidential by fellow educators.

MTIP Organizational Chart

The Montebello Unified School District (MUSD) Teacher Induction Program operates within the Educational Services Department at the district office. The program's daily operations are overseen by a dedicated team, which includes a Program Specialist and two full-time release (FTR) Teachers on Specialist Assignment (TOSA) mentors, collectively referred to as the 'Team.’ FTR mentors offer tailored weekly support to their assigned candidates. 


The Program Specialist provides supervision and support to both mentors and candidates. Her responsibilities include coordinating and overseeing mentors' activities and professional development, as well as assigning mentors to candidates and monitoring their collaborative efforts and interactions. She ensures that the program adheres to all standards and requirements for approval and accreditation set forth by the Commission on Teacher Credentialing, and she completes and submits all necessary reports and accreditation activities. The Program Specialist reports directly to the Director and Assistant Superintendent of Educational Services, ensuring seamless coordination and alignment with the district's educational goals.


The Director of Educational Services reports to the Assistant Superintendent of Educational Services, promoting communication and collaboration across educational programs. The Assistant Superintendent of Educational Services, in turn, reports to the Superintendent of Schools, establishing clear lines of authority and accountability. This structure facilitates effective decision-making and planning for the district's overall benefit.
