Early Head Start/Head Start Programs are required to establish and maintain a formal structure for program governance that includes a governing body, policy council and parent committee.

- Governing bodies have legal and fiscal responsibility to administer and oversee the agency's Head Start and Early Head Start's programs.
- The MCISD EHS/HS governing body is the MCISD Board of Education.
- Policy Councils are responsible for the direction of the agency's Head Start and Early Head Start programs.
- The MCISD EHS/HS Policy Council is comprised of parents/guardians of currently enrolled students and community representatives.
- Parent Committees (Parent Meetings) are encouraged to provide input at the center level into the direction of the agency's Head Start and Early Head Start programs.
- The MCISD EHS/HS parent committees are comprised of parents/guardians of currently enrolled children from each site location.
