The Saint Regis Mohawk Tribal Gaming Commission is composed of at least three appointed Tribal Gaming Commissioners who must be enrolled members of the Saint Regis Mohawk Tribe, at least 21 years of age, and selected by majority vote of the Tribal Council. Commissioners serve three-year terms, may be reappointed, and must remain independent from the gaming operation, Tribal Council, and any affiliated entities to ensure unbiased regulatory oversight. The Commission operates independent, establishes its own leadership, and is responsible for regulating gaming activities in accordance with Tribal law.
Mark Garrow has served as Chairman of the Saint Regis Mohawk Tribal Gaming Commission since 2022, bringing more than 27 years of experience in the gaming industry. In addition to his regulatory experience, Chairman Garrow previously served as Tribal Chief of the Saint Regis Mohawk Tribe, where he demonstrated strong leadership and a commitment to the community. His combined experience in governance and gaming regulation continues to guide the Commission’s mission to ensure integrity, accountability, and excellence in tribal gaming.
Brandon Smoke serves as Vice Chairman of the Saint Regis Mohawk Tribal Gaming Commission, bringing extensive experience in tribal gaming regulation. He previously held a position with the Commission from 2012 to 2020, including serving as Chairman during that time. Vice Chairman Smoke has a strong background in tribal compliance and regulatory oversight, as well as hands-on experience as a surveillance operator.
Kathleen Mitchell has served as a Commissioner of the Saint Regis Mohawk Tribal Gaming Commission since 2021, bringing decades of experience in gaming regulation and auditing. She previously served as the Commission’s Internal Audit Manager for more than 20 years, where she was instrumental in developing and building the audit program from the ground up. After retiring from the Commission in 2020, Commissioner Mitchell returned to continue contributing her extensive knowledge and expertise, supporting the Commission’s mission to ensure integrity, accountability, and strong regulatory oversight in tribal gaming.
