The purpose of any academic, targeted instruction is to provide a student with the tools needed to successfully access and complete Level 1 instructional content.
Level 2 is for those students who are identified for additional academic support as a result of the screening process through the use of multiple sources of data. Students identified for Level 2 Targeted Instruction receive additional support, on top of Level 1 instruction, on specific skills based on their individual academic needs. Targeted Instruction can be teacher-led, with specific small-group skill work, data chats, and progress monitoring. It could also be teacher-led with small-group skill work, data chats, and progress monitoring paired with an online, district-approved Level 2 academic vendor.

Academic BIT
The school leader assures that the Academic BIT is meeting regularly and monitoring student success and progress. The school-based Academic BIT monitors system fidelity by evaluating the success rate of each Targeted Instructional opportunity offered at the school. Academic BIT meetings must take place a minimum of 1-2 times per month to monitor the progress students are making with the targeted instruction. The Academic BIT meeting minutes are to be completed during the meetings.
The Academic BIT also looks at individual students to determine whether a student is responding to instruction. If a student is not responding to instruction, the Academic BIT revisits the diagnosis and/or matching step in the process for this particular student. Teachers are also responsible for monitoring the fidelity and effectiveness of targeted instruction for individual students. If a student is still not responding to instruction, the teacher may request support from the Academic BIT.

Diagnose
After students in need of targeted instruction are identified, staff members must diagnose their area of need. The area of need is determined through analyzing universal screener baseline data, reviewing formative assessments, classroom observations, literacy skill checklist, and/or error analysis.

After diagnosing a student's area of need, the classroom teacher determines which targeted instruction, strategies, techniques, etc., are best fitted for the individual student and their academic needs. The classroom teacher will not need to create a separate plan any longer. The data from the Screener/Diagnostic will appear on the Data Dashboard under Academic Interventions.

Targeted Instruction
Targeted Instruction is evidence-based strategies that have a high probability of producing change for a large number of students. Students will receive their assigned instruction from a highly qualified licensed teacher (recommended minimum 30 minutes per week for at least 9–12 weeks. Students should not be removed from Level 1 instruction to receive Level 2 instruction.

Progress Monitor and Record
Monthly progress monitoring is used to assess students’ academic performance on an ongoing basis to measure student improvement or responsiveness to intervention and to evaluate the effectiveness of the intervention. Progress monitoring data are derived from the minutes per week (30 minutes, per subject, per week) and the lessons passed (70%). Between the weekly data points, the BIT Academic Team is able to provide guidance to the classroom teacher regarding progress and recommended next steps.

Evaluate
To determine whether a student is responding to an intervention that was administered at fidelity, teachers should use the 3-Point Rule.
Star Reports for Evaluate:
If a student is not responding to Level 2, Targeted Instruction, that has been delivered at fidelity after progress monitoring data points have been collected (9-12 weeks), the teacher should collaborate with the Academic BIT to make adjustments to the student's instruction including (but not limited to) the following:
Increase the frequency of the targeted instruction (times per week)
Increase the duration of the targeted instruction (amount of time per day)
Change the time of the day the targeted instruction occurs
Change the actual targeted instruction (method of delivery or focus skill area)
Change the group size or dynamics during teacher-led explicit instruction
After ensuring fidelity and/or making changes, continue to progress monitor student every ten days until 3 new data points have been collected. Then re-evaluate according to the 3-Point Rule.
If student is still not responding, the Academic BIT should be contacted (using the Academic BIT Level 3 Request Form) and Level 3 should be considered.
