5.1 The LTA shall be granted the rights currently established by statutory law, only as modified by the terms and conditions agreed to by the parties herein.
5.2 The LTA shall have the right of access to members of the unit in non-duty periods such as lunch or rest breaks and at other reasonable times approved by the site administrator. Representatives from outside the District must notify the Superintendent and/or the site administrator at his/her office prior to any access to staff members during the duty day.
5.3 The LTA shall have the right to use, without charge, an institutional bulletin board, mailboxes, and other means of communication for the purpose of posting or transmission of information or notices concerning official LTA matters. (Ed. Code & Labor Code 3543.1.b)
5.4 The LTA shall have the right to use institutional facilities upon notification and at reasonable times for the purpose of meetings concerned with the exercise of the right guaranteed by Government Code section 3543.1. This shall not conflict with educational uses and the LTA shall obtain the approval of the site administrator prior to such use to avoid scheduling conflicts.
5.5 The LTA shall have the right to reasonable use of institutional equipment during the day when not in use for school business. The cost of any supplies (e.g. paper for the copy machine) shall be reimbursed to the District.
5.6 The Board shall place on the agenda of the next regular Board meeting any matter(s) brought to its consideration by the LTA provided that such matters are made known to the Superintendent's office at least one (1) week prior to said meeting.
5.7 Names, addresses, and listed telephone numbers of all District teachers shall be provided without cost to the LTA as soon as possible each school year.
5.8 The Board, upon request by the LTA, shall grant paid leave not to exceed four (4) days each school year for the LTA President or designee to conduct LTA business or to attend CTA or NEA sponsored conferences.
5.9 The LTA shall have the sole right to have membership dues deducted by the District upon authorization by staff members in the bargaining unit. The District shall remit all monies to the payee as designated by the LTA.
5.10 The Superintendent shall provide the Association's President with a board agenda with public items and minutes the same day they are distributed to Board members. Said agenda and minutes shall be placed in the Association president's school mailbox. A copy of the agenda with public items and minutes shall be placed in the staff lunchroom on the same day they are distributed to the Board members.
