17.1 The Board will give public notice of its initial negotiating proposal within thirty (30) days after LTA’s initial proposal has been made public at a regular Board meeting.
17.2 The parties shall meet at a mutually-agreeable times and places.
17.3 The LTA may designate up to five (5) members of the unit as representatives who shall receive release time, without loss of salary, for the purpose of negotiation. The parties agree that twenty-four (24) hours prior notice shall be given the other if there is to be a change of the designated representatives for each party. The Association may bring one (1) other person into negotiations who, if he/she is a District employee, shall be provided release time in the same manner as the five (5) other members.
17.4 Both parties have the obligation to meet and negotiate in good faith.
17.5 The final agreement reached between the parties shall be put in writing and signed by them.
17.6 The administration shall furnish relevant financial data and budgetary items to the LTA President and representatives upon request.
17.7 Upon request, the administration shall furnish the LTA with the placement of personnel on the respective salary schedules as of October 1.
