Education & Standards Committee
Terms of Reference
1. Membership
The Committee will be appointed by the Trust Board and will comprise no fewer than three members, a majority of whom will be Trustees. Academy Committee members can be appointed to sit as members of this committee but will not have voting rights.
The Chair will be appointed by the LEO Board of Trustees.
In addition, a Clerk will be appointed to assist with the administration of the Committee. The CEO, members of the Executive Team and Academy Committee members will be required to attend via invitation, along with other staff as the need arises.
2. Period of Office
The members of the Committee shall serve for a period of two years, and are eligible for re-election.
Membership shall cease by:
mutual agreement
resignation as either a Trust Trustee or Trust Employee
3. Meetings
The Committee will meet at least three times per year, usually at least two weeks prior to the LEO Trustees’ Board meeting.
4. Quorum
At least two Trustee members and the Chair.
5. Authority
The Education and Standards Committee is a Committee of the Board and is authorised to investigate any activity within its terms of reference or specifically delegated to it by the Board.
6. Purpose
In the Schools White Paper, the DfE published five pillars of quality for Multi Academy Trusts. The Trust Board has delegated responsibility for Pillar 1 - HIgh Quality and Inclusive Education to the Education & Standards Committee.
Culture Create a culture in all its schools that is motivating and ambitious for all, including disadvantaged children and children with SEND, so that students can achieve their full potential.
Curriculum Oversee the design and implementation of ambitious, broad, well-sequenced and knowledge rich curricula in all of its schools.
Student outcomes Achieve good outcomes for all its students by delivering education that is both high quality and inclusive.
Accessible to all Operate fair access. Welcome and effectively teach disadvantaged children and children with SEND from their local areas.
Inclusive pastoral support Support students and schools to address issues so students can stay in mainstream school where possible. Support students to re-join mainstream education when they have spent time in Alternative Provision.
Enrichment Enable children to take part in sport, music and cultural opportunities that enrich the curricula and support children’s wider development.
Behaviour & attendance Ensure its schools are places where all students attend regularly, are kept safe, feel calm and supported, and are able to actively participate and progress.
Destinations Ensure all children leave their schools well prepared for the next stage of education, employment or training and prepared to become confident citizens.
Collaboration Work collaboratively with schools, trusts, local authorities, dioceses, parents and other civic partners to ensure the delivery of statutory functions and act in the wider interests of the local community.
7. Duties
The duties of the Education and Standards Committee are to:
7.1 Advise the Board of Trustees, holding executive leaders to account on the adequacy and effectiveness of the areas highlighted within the Purpose;
7.2 Take appropriate action on any relevant matter referred by the Academy Committee’s.
8. Administration
The Education & Standards Committee will meet at least once per term, in advance of the Board of Trustees. In addition, the following requirements will be met:
The Chair of the Education Committee will be a Trustee of the Trust.
Any paid staff will have no voting rights and cannot Chair the Committee.
Agendas will be agreed in advance by the Chair of Education & Standards Committee, with all required papers and reports circulated at least five working days in advance of the meeting.
