KAMEHAMEHA SCHOOLS HAWAIʻI HIGH SCHOOL
THE ASSOCIATED STUDENTS OF THE KAMEHAMEHA SCHOOLS CONSTITUTION
The name of this organization shall be the Associated Students of the Kamehameha Schools, grades nine through twelve, hereinafter referred to as ASKS.
Section 1:
The purpose of ASKS shall be to promote harmonious relations throughout the Secondary Schools and enrich its character by improving student attitude and school morale.
Section 2:
ASKS will develop and maintain well-defined lines and ensure the improvement of direct communication by providing a forum for student expression to the administration, faculty, and parents.
Section 3:
ASKS will provide, oversee, and regulate orderly direction of ASKS activities.
Section 1:
All students enrolled at the Kamehameha Schools Hawai`i Campus High School shall be members of the Associated Students of the Kamehameha Schools (ASKS).
Section 2:
Only members of the ASKS and their approved guests shall have the privilege of participating in ASKS activities. The School's Administration has the discretion to approve each student' s guest.
Section 3:
Only members of the ASKS may vote on student affairs.
Section 4:
A Kamehameha Schools Hawai`i Campus issued ID card signifies enrollment in that school year.
Section 5:
Only members of the ASKS will be eligible to hold an elected class or class/team representative office or be a member of an organization that performs in extracurricular activities.
Section 1:
ASKS shall be represented and governed by the ASKS Executive Board and a Legislative Body. Together, this group of students shall be called the ASKS Student Council. The executive powers of the student body shall be vested in the ASKS Student Council.
Section 2:
The ASKS Student Council shall be responsible for the promotion of any activities created by the ASKS Student Council. It shall be responsible for maintaining a high standard of interscholastic relations, student body meetings, student body activities, confirmation of appointments, and handle the ASKS funds.
Section 3:
The ASKS Executive Board shall consist of an appointed Historian and the following elected officers: ASKS President, ASKS Vice President, ASKS Secretary, and ASKS Treasurer.
Section 4:
The Legislative Body shall include the President, Vice President, Secretary, Treasurer, and consist of two appointed representatives from every high school grade level council.
Section 5:
The powers of the ASKS Student Council are delegated to it by the students of the Kamehameha Schools and sanctioned by the school’s Administration.
Section 6:
The Principal and/or Vice Principal has the right to veto any act of the ASKS Student Council or to revoke any of the powers held by it.
Section 7:
The ASKS Student Council reserves the right to request an explanation for any veto of its acts or powers by the Administration.
Section 8:
Every student who runs for an ASKS position, but is not elected, will be offered a role as an ASKS Commissioner. The role is a non-voting, appointed position.
Section 1:
All candidates must be in good academic standing, have a good citizenship record, and have a grade point average of 2.0 or higher.
Section 2:
Any sophomore or junior who has at least one year of previous experience or is currently enrolled or has successfully completed a leadership program while serving in office is eligible to run for election to the office of ASKS President, Vice-President, Treasurer, or Secretary in the following school year.
Section 3:
Any member of the ASKS having met the requirements in Article V, Section 1, may be nominated and considered for the appointed position of ASKS Historian and representatives.
Section 4:
Any student, having met the requirements in Article V, Section 1, shall be eligible to run for election to the office of President, Vice President, Treasurer, Secretary of his/her respective class.
Section 1:
A student may be a candidate for only one office at a time. A student may not be nominated for an elective or appointed office without permission or consent.
Section 2:
Students desiring an elected office shall file their names with the Student Activities Coordinator via a complete application packet by the specified deadline.
Section 3:
ASKS Student Council elections and appointed interviews shall take place in March or April. Once the appointed office of ASKS Historian and representatives have been filled and confirmed by the Student Activities Coordinator and Administration, the class elections will begin.
Section 4:
Candidates for elected offices shall be nominated in writing on forms provided by the Student Activities Coordinator. The form shall require a recommendation from two members of the Kamehameha Schools Hawai`i Campus Administration or Teaching staff – an administrator, a counselor, or a teacher.
Section 5:
The election nomination requires written approval of the Parent/Legal Guardian of the prospective candidate.
Section 6:
The election nomination form requires at least 12 signatures of members of the ASKS student body. If the election is for a class office, the signatures must be from students in the appropriate class/grade level.
Section 7:
Nominating forms shall be forwarded to the Student Activities Coordinator to have all parts reviewed and confirmed for eligibility.
Section 8:
Publicity for the ASKS Student Council candidates will be subject to the approval of the Student Activities Coordinator or Administration.
Section 9:
A student body meeting shall be held to provide the eligible nominees for elective office the opportunity to speak to the voters. Candidates will meet before this forum of assembled students to deliver their pre-written speeches.
Section 10:
Any unfilled elected position will be made available on the appointed ballot and will retain voting privileges. The unelected candidates of the other offices will become the candidate for the unfilled position and a separate election will be held. In the case where none of the candidates want to run, then the officer will be appointed by elected officers and confirmed by the Student Activities Coordinator and Administration.
Section 11:
Any unopposed candidate must receive at least 51% of the votes cast or position will remain vacant.
Section 12:
Students will vote by secret ballot in a designated advisory or homeroom period. Every eligible member of the ASKS will be allowed to vote. Current seniors are not eligible to vote in elections for the next year.
Section 13:
On the voting ballot, if one office is not voted for, the ballot is still valid.
Section 14:
A candidate is considered elected when she/he receives the most votes.
Section 15:
A run off election will be held in the event of a tie.
Section 16:
The Student Activities Department shall be in charge of all phases of the election including tabulation of votes. The ASKS Student Council will never count the final votes. Only the Student Activities Coordinator, Student Activities Assistant, or designated high school clerks can do so.
Section 17:
A meeting will be called with all of the candidates present to share the results. An announcement of the winners to members of the ASKS will be made thereafter by the Student Activities Coordinator or Student Activities Assistant.
Section 18:
Elected and appointed ASKS candidates shall take office on July 1, the day following the close of the ASKS school year.
Section 19:
New officers shall be installed at a ceremony at the beginning of the new school year which they serve their term in office. Installation of any officer(s) may be held off if attendance to a required leadership training and/or workshop is not fulfilled with special circumstances taken into consideration (family emergency, natural disaster, etc.)
Section 20:
All ASKS Student Council officers will be required to take the following oath of office.
“I do solemnly affirm that I will faithfully execute the duties of the office to which I have been elected and will, to the best of my ability, preserve, protect, and defend the Constitution of the Associated Students of the Kamehameha Schools.”
ELECTED OFFICERS
Section 1: ASKS PRESIDENT
ASKS President shall call and preside over all ASKS Student Council meetings except for Council Business Meetings. The president will conduct the Business Meeting if the ASKS Vice President is not present. The ASKS President shall coordinate and supervise all student body activities. This person will organize and preside over all student body assemblies. The ASKS President should be familiar with the ASKS Constitution and Student Handbook. When not conducting business, the president will help wherever help is needed on Class committees and perform other duties as assigned by the ASKS Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 2: ASKS VICE PRESIDENT
ASKS Vice President shall fulfill the duties of the ASKS President in the president’s absence. The ASKS Vice President will be in charge of updating the master calendar of events including but not limited to club meetings, club fundraisers, club activities in the Student Activities Center. The vice president will obtain the information from the Student Activities Coordinator. The ASKS Vice President is also responsible for running the monthly Student Council Business Meeting, and presiding over Traffic Court for any infractions which occur throughout the year. This monthly Student Council Business Meeting will include attendance and reports from all clubs and their representative. Traffic Court will be called by a Vice Principal upon reviewing infractions and notifying students who may have committed them. The ASKS Vice President should be familiar with the ASKS Constitution and Student Handbook. When not conducting business, the vice president will help wherever help is needed on Class committees and perform other duties as assigned by the ASKS Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 3: ASKS SECRETARY
ASKS Secretary shall keep a full, correct record of all meetings of the ASKS Student Council, and at each meeting call roll and read the previous meeting minutes. The secretary is also responsible for keeping minutes of monthly Student Council Business Meetings. These recorded minutes will be emailed to those in attendance at said meeting within 10 days for review and to make corrections if needed. The final minutes will be distributed to all members of the respective ASKS Student Council members. The ASKS Secretary will also provide the Student Activities Coordinator or Student Activities Assistant with the list of council members in attendance at the meeting to be forwarded to lunch table supervisors. The ASKS Secretary should be familiar with the ASKS Constitution and Student Handbook. When note conducting business, the secretary will help wherever help is needed on Class committees and perform other duties as assigned by the ASKS Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 4: ASKS TREASURER
ASKS Treasurer shall keep charge of all ASKS funds with the Student Activities Assistant and shall keep the ASKS Student Council well informed of the financial status of the school. The treasurer shall be in charge of updating the master calendar of club fundraisers. The ASKS Treasurer will also serve on committees throughout the year. The ASKS Treasurer is responsible for getting monthly reports of financial status to all student accounts (class or clubs). The ASKS Treasurer us responsible for reviewing the prepared projected budgets from each class or ASKS activity committees and attending to all financial matters regarding ASKS activities. The ASKS Treasurer will work with the Student Activities Assistant to prepare a Treasurer’s report to be presented at the monthly ASKS Student Council meetings. She/he will work with the Student Activities Assistant on a continual basis. The ASKS Treasurer should be familiar with the ASKS Constitution and Student Handbook. When not doing business, the treasurer will help wherever help is needed on Class committees and perform other duties as assigned by the ASKS Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 5: CLASS PRESIDENT
Class Presidents shall each preside over their respective class council meetings and coordinate execution of the ASKS Constitution and By-Laws. The Class Presidents shall call special meetings of the Student Council and vote only in the case of a tie in their class council meetings. The Class Presidents will work with the Treasurer and the Student Activities Coordinator to appropriate funds for respective class activities. The Class Presidents should be familiar with the ASKS Constitution and Student Handbook. When not doing business, class presidents will help wherever help is needed on ASKS committees and perform other duties as assigned by the Class Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 6: CLASS VICE PRESIDENT
Class Vice Presidents shall fulfill the duties of their respective Class Presidents in the president’s absence. Class Vice Presidents will be in charge of updating the Student Activities Coordinator with their respective class calendar of events that will be shared with the ASKS Vice President. Class Vice Presidents will serve as an on-campus liaison between students of their respective class and the ASKS Student Council. Class Vice Presidents should be familiar with the ASKS Constitution and Student Handbook. When not conducting business, class vice presidents will help wherever help is needed on respective class as well as ASKS committees and perform other duties as assigned by their Class Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 7: CLASS SECRETARY
Class Secretaries shall keep a full, correct record of all meetings of their respective Class Council meetings, and at each meeting call roll and read the previous meeting minutes. The Class Secretary is also responsible for taking notes at any ASKS Council Meetings. Class secretaries should be familiar with the ASKS Constitution and Student Handbook. When not conducting business, class secretaries will help wherever help is needed on respective class as well as ASKS committees and perform other duties as assigned by their Class Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 8: CLASS TREASURER
Class Treasurers shall keep charge of all class funds with the Student Activities Assistant and shall keep the Class Student Council well informed of the financial status of their respective class. The Class Treasurer will also serve on class committees throughout the year. Class Treasurers are responsible for obtaining the needed budgets from their respective class activity committees and attending to all financial matters regarding activities. Class Treasurers will prepare projected budgets and update the budget as needed for their respective class. Class Treasurers will work with the Student Activities Assistant to prepare a Class Treasurer’s report to be presented at the monthly Class Council meetings and to be shared at the ASKS Student Council meetings. Treasurers will work with the Student Activities Assistant on a continual basis. Class Treasurers should be familiar with the ASKS Constitution and Student Handbook. When not conducting business, he/she will help wherever help is needed on respective class as well as ASKS committees and perform other duties as assigned by their Class Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
APPOINTED POSITIONS
Section 9: ASKS HISTORIAN
The duties of the appointed ASKS Historian position will be assigned at the beginning of each school year by the Student Activities Coordinator and/or respective supervising faculty staff. The ASKS Historian will attend all ASKS Student Council meetings. If absent, the ASKS Historian must see the ASKS Secretary on his/her returning day of school to receive updates discussed at missed meeting. The ASKS Historian must be willing and able to commit to attend and photograph ASKS student activities. The ASKS Historian is responsible for collaborating with the school paper upon approval of the supervising faculty/staff member. The ASKS Historian should be familiar with the ASKS Constitution and Student Handbook. When not doing business, the historian will help wherever help is needed on Class committees and perform other duties as assigned by the ASKS Advisor, their supervising faculty/staff member, Student Activities Coordinator, Principal and/or Vice Principal.
Section 10: ASKS COMMISSIONERS
ASKS Commissioners who choose to serve on the ASKS Council can be designated as leads or supports of a particular area (Athletics, Special Events, Formals, etc.) that the ASKS Executive Board identifies as necessary to the school year. Appointed Commisioners are eligible to attend all ASKS Student Council meetings, and must attend any meetings related to their dedicated committees. Commissioners must commit to attending all ASKS activities in which they have responsibilities. Commissioners should be familiar with the ASKS Constitution and Student Handbook. When not conducting business, commissioners will help wherever help is needed on respective academy, team, class as well as ASKS committees and perform other duties as assigned by their Class Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 11: CLASS REPRESENTATIVES
Appointed Class Representatives must attend all ASKS Student Council and respective class council meetings. If absent, representatives must see the respective Secretary on the returning day of school to receive updates discussed at missed meeting in order to communicate to students in their respective class or academy teams. Representatives must commit to attending all respective academy, team, or class activities. Representatives are responsible for publicizing all ASKS and class activities and in charge of advertising approved flyers/posters/banners on campus. Representatives should be familiar with the ASKS Constitution and Student Handbook. When not conducting business, representatives will help wherever help is needed on respective academy, team, class as well as ASKS committees and perform other duties as assigned by their Class Advisor, Student Activities Coordinator, Principal and/or Vice Principal.
Section 1:
All instructional club or academic team members must be members of the Kamehameha Schools Hawaiʻi Campus High School student body.
Section 2:
The advisor of all instructional club or academic teams must be a member of the faculty or administration of Kamehameha Schools Hawai`i Campus High School.
Section 3:
Each instructional club or academic team will provide a representative to present and/or share club activities to the ASKS Student Council at the monthly ASKS Student Council Business Meeting.
Section 4:
An updated copy of the Charter application of each instructional club or academic team must be submitted to the Student Activities Coordinator and is subject to the approval of the Vice Principal each year.
Section 5:
The President or advisor of an instructional club or academic team will call regular monthly meetings of its student members.
Section 6:
The Charter of any and all instructional clubs or academic teams may be revoked or suspended by the Vice Principal. Grounds for charter revocation are:
a. Failure of a club to hold regular monthly meetings.
b. Failure of a club to have a faculty or administration advisor.
c. Participation in activities sponsored or encouraged by club officials or its members as a group that violate school, local, state or federal laws.
d. Failure of a club to submit a copy of its charter, and a list of membership to the Student Activities Coordinator by the deadline to be determined by the Student Activities Coordinator and Vice Principal.
e. Failure to represent the club properly.
f. Failure to carry out the duties of the club following assistance by ASKS Officers and counseling by Student Activities Coordinator and Administration.
g. Failure to demonstrate leadership qualities, or any other actions which are detrimental to the welfare of ASKS.
Section 1:
Members of the ASKS Student Council are the elected and appointed leaders of the ASKS Student Body. It is therefore expected, that all members of the ASKS Student Council set a positive example for other students to follow. Members of the ASKS Student Council, may be suspended from office by the administration for the infraction of any local, state, or national law, as well as Kamehameha Schools Hawai`i Campus school rules.
Section 2:
Members of the ASKS Student Council may be removed from office by a three/fourths vote of a special court composed of the ASKS student council members and the Student Activities Coordinator. The ASKS President shall preside. An ASKS Student Council member may be removed for unmeritorious service, unsatisfactory attendance, or failure to maintain a grade level in accordance with the rules set forth by the bylaws of this Constitution.
Section 3:
Upon recommendation of the ASKS Student Council, the Student Activities Coordinator, the Principal, and the Vice Principal, said ASKS Student Council member will be counseled by the Student Activities Coordinator and Administration. Should counseling be ineffective, the ASKS Student Council member may be removed. The ASKS Secretary shall issue a bill of complaint setting forth the reasons for the removal of the officer.
Section 4:
The removal process shall be as follows:
a. The ASKS Secretary shall present the bill of complaint before the ASKS Student Council no later than one-week following the certification by the ASKS Advisor, the Principal, and Vice Principal.
b. The ASKS Vice President is empowered to act in lieu of the ASKS President if the complaint is against the latter.
c. It shall be the duty of the ASKS Secretary to bring the charged officer or officers before the special court at a time and place specified by the Student Activities Coordinator and the ASKS President shall preside over the removal proceedings. In the event that the ASKS President is unavailable of if the complaint is against the ASKS President, the Student Activities Coordinator shall conduct the hearing. All persons concerned in the removal process shall meet in closed session with the ASKS Student Council to discuss the charges.
d. Upon removal of the officer or officers charged, the position vacated will be filled as follows: If the vacancy occurs in the office of the President, the Vice President will assume the office of the President. Vacancies of all other positions will be filled by appointment by the Student Activities Coordinator and Administration, subject to approval of the ASKS Student Council, by a voice vote. Allappointees must fulfill the requirements of Article V Qualification of ASKS Student Council Officers.
Section 5:
ASKS Student Council vacancies created by resignations will be filled by the appointment by the Student Activities Coordinator and Administration.
Section 1: Expenditure of the ASKS Student Body Funds
a. Request for purchases with ASKS Student Body Funds may be made by motion to the ASKS Student Council at a regular business meeting. The motioned request for purchases will be voted on and if passed will be purchased by the ASKS Advisor, Student Activities Coordinator and/or Student Activities Assistant.
b. Documentation of the request and approved purchase will be kept in the minutes of the regular business meetings of the ASKS Student Council.
Section 2: Expenditure of Class Funds
a. Request for purchases with Class Funds may be made by motion to the respective Class Council at its regular meeting. The motioned request for purchases will be voted on and if passed will be purchased by the Class Advisor, Student Activities Coordinator and/or Student Activities Assistant.
b. Documentation of the request and approved purchase will be kept in the minutes of the regular meetings of each respective Class Council.
Section 3: Expenditure of Instructional Club or Academic Team Funds
a. Request for purchases with Instructional Club or Academic Team Funds may be made by motion to the respective Club Council at its regular meeting. The motioned request for purchases will be voted on and if passed will be purchased by the Instructional Club Advisor or Academic Team Advisor, Student Activities Coordinator and/or Student Activities Assistant.
b. Documentation of the request and approved purchase will be kept in the minutes of the regular meetings of the respective Instructional Club or Academic Team.
Section 4: Cash Handling Procedures
All funds should not be held overnight. Funds should be deposited with the Student Activities Coordinator or Student Activities Assistant as soon as physically possible. Advisors will refer to the any Administrative Guidelines and procedural checklists regarding banking, fundraising, and/or report procedures and policies.
Section 5: Fiduciary Duty
The ASKS Treasurer and the ASKS President shall have the duty to inform the ASKS Student Council on the condition of the ASKS Budget on a regular basis.
Section 1:
Amendments to the Constitution may be proposed by the Student Council, the Administration, the Class Advisors, the students, class/team/academy representatives, or the individual students.
Section 2:
Proposed amendments shall be approved by the affirmative vote of 3/4 of ASKS Council
Section 1:
The ASKS Student Council Business Meeting shall meet on the calendared dates noted in the Student Activities calendar and/or days designated by the respective President, Class Advisor and/or the Student Activities Coordinator.
Section 2:
Special meetings, i.e. meetings for a specific purpose may be called by the President, Vice-President, Class Advisor, or the Student Activities Coordinator.
Section 3:
Regular ASKS Student Council meetings shall be calendared for the year to be held in a designated place and period within the school day.

Section 5:
All elected Student Council Officers represent one vote during ASKS meetings. Others may be appointed to vote in the absence of voting members.
Section 6:
ASKS Student Council meetings may not be conducted and no business transacted until the appropriate quorum of members is present as follows:
a. ASKS Student Council meetings: 3/4 ASKS Student Council quorum plus four class representatives.
b. Standing Committee meeting: four (4) members.
Section 7:
If a quorum is not achieved within ten (10) minutes from the designated time of a meeting, the presenting officer may adjourn the meeting until another time and date.
Section 8:
All officers and representatives shall make the greatest possible effort to be present at meetings. If unable to attend or vote at a meeting, a person may designate an advisor of class representative as an alternate to vote at a meeting.
Section 9:
The Roberts Rules of Order shall govern all ASKS Student Council meetings.
Section 10:
ASKS Student Council meetings shall be calendared and called with the consent of the Principal, Vice Principal, or Student Activities Coordinator (or their designee).
Section 1:
The Student Activities Coordinator shall serve as the advisor to the ASKS Executive Board and the ASKS Student Council.
Section 2:
The Principal shall appoint faculty members to serve as advisors to the classes, and the terms of the advisors are left to the discretion of the Principal and Student Activities Coordinator.
Section 3:
The advisor shall be an ex official member of all committees, shall advise the council in any way he/she deems necessary, and shall assist and guide the council.
Section 4:
The advisors must approve of all activities prior to their commencement.
Section 5:
The ASKS Student Council shall have the following Standing Committees:
a. School Improvement Committee
b. School Spirit Committee
c. Student Programs and Annual Events
Section 6:
The Standing Committees shall:
a. Have a chairperson who is a member of the Student Council. These chairpersons are either appointed by the President or designated this responsibility by his/her elected position.
b. Consist of at least one representative from each class, and each class has only one vote in decision making.
c. Carry out the duties delegated to it.
d. Meet at least once a month or more frequently as needed.
e. Orally report status at ASKS Student Council meetings.
f. Each class advisor and the Student Activities Coordinator will serve as committee advisor.
Section 7:
The Student Council may form any other special committee(s) as needed.
Section 1:
This Constitution shall be ratified by the Administration and by the affirmative vote of 3/4 of ASKS.
Section 2:
The following shall remain as permanent addenda to the Constitution:
a. Requirements for establishment of a club and the responsibilities of a club to the Student Council.
b. The Kamehameha Student/Parent Handbook which contains a list of duties and responsibilities of the Standing Committees, and an explanation of the Class Councils and the Student Council.
Section 3:
Every member of the ASKS student body shall have the privilege of initiative and referendum, which means each student has the right to refer or propose laws directly to the ASKS Student Council for approval or denial by vote.
Section 4:
Proposals should be presented in person directly to a member of the ASKS Student Council. Signed petitions will not be accepted in bringing a proposal to a vote by the ASKS Student Council.
