The State-Wide Title III Consortium is funded through a Title III grant from the SD Department of Education. Our goals are to improve English language proficiency, provide professional development for teachers, and engage EL families and communities. We offer a range of evidence-based training options for educators to better serve English Learners. The SD Statewide Title III Consortium does not promote or endorse any specific program or resource. Rather, we hope to provide our districts access to quality content and resources.
Aside from the SD DOE PD, all other opportunities listed on the site are intended for SD Statewide Title III Consortium members. If you have questions about your district's Consortium membership, please contact your administrator.
Serving Educators to empower students!
Gwyneth Dean-Fastnacht, Ed.S, is a K–12 literacy and multilingual education consultant with over 30 years of experience working with school districts across the United States and internationally. She coordinates the South Dakota State-Wide Title III Consortium and partners with districts to strengthen instructional systems, educator capacity, and equitable access to rigorous learning.
Gwyneth also specializes in applying the functional grammar and the Science of Reading approaches to improve students’ comprehension of complex, grade-level texts. As a certified trainer in 3L: Language and Literacy for Learning trainer and Teaching English in Multicultural Classrooms through Lexis Education in Australia, she supports districts in strengthening the Language Comprehension strands of the Reading Rope—background knowledge, academic vocabulary, language structures, verbal reasoning, and disciplinary literacy. Her work helps educators make explicit how language constructs meaning in academic texts, bridging evidence-based reading research and classroom practice to increase reading comprehension for all learners.
She teaches ENL Endorsement coursework, serves on Department of Education advisory committees, and holds degrees in Child Development, Leadership & Administration in Education, and an Educational Specialist degree with an emphasis in English Learners.
Lindsay Frankenfeld has been working with multilingual students and families since 2000 when she taught English for the Oshima Board of Education in Hokkaido, Japan through the Japan Exchange and Teaching (JET) Program. After returning home, she visited classrooms and supported curriculum design as a graduate assistant for the Program for Teaching East Asia at the University of Colorado, where she earned an MA in East Asian Languages and Literature. Then as an English as a Second Language (ESL) teacher for the Douglas School District and as a Reading teacher for the Sioux Falls School District, she welcomed, taught, and advocated for students and families who spoke Japanese, Korean, Georgian, Turkish, Spanish, Tagalog, German, Farsi, and Vietnamese. Now she consults school administrators and teachers of Multilingual Learners as a training and resource specialist for the South Dakota Statewide Title III Consortium. Lindsay has a South Dakota Advanced Teacher certificate, with endorsements in elementary and secondary English as a New Language (ENL), secondary Advanced Composition/Grammar and Advanced Literature, and middle school English Language Arts endorsements. She is a School-Wide English Learning certified coach, Nearpod certified trainer, Teaching English in Multilingual Classrooms (TEMC) trainer, and completed the 93 contact hour Quality Matters Teaching Online certification program.

Bobbie Kilber, M.S.Ed., is in her ninth year with the South Dakota Statewide Title III Consortium, where she provides professional development and technical assistance to member districts serving English Learners. In addition, she also is an instructor in the ENL Endorsement Cohort program through Dakota Wesleyan University. Before joining the consortium, Bobbie worked for over 20 years as a classroom teacher and elementary principal. She holds a B.S. in Early Childhood Education from South Dakota State University, Elementary/Middle School certification from Black Hills State University, and a Master of Science in Education in Leadership and Administration from Northern State University. She also earned her English as a New Language (ENL) endorsement through Dakota Wesleyan University.
Bobbie also supports districts in strengthening students’ language comprehension through functional grammar and evidence-based literacy practices. As a certified trainer in 3L: Language and Literacy for Learning through Lexis Education, she helps teachers make the language of academic texts more visible and teachable. Her work focuses on building students’ background knowledge, academic vocabulary, language structures, and language use in the content areas so that students can successfully comprehend and engage with complex grade-level texts.
Tanya Vitek, M.Ed. is a Title III Instructional Specialist with the South Dakota Statewide Title III Consortium, where she supports districts in developing and strengthening programs and services for multilingual learners. With more than two decades of experience in education, she provides technical assistance and professional development aligned with the WIDA ELD Standards and federal Title III requirements to help schools improve outcomes for multilingual Learners.
As a certified Lexis Education trainer of 3L: Language and Literacy for Learning and Teaching English in Multicultural Classrooms, Tanya works with educators to design instruction that strengthens students’ understanding of how language constructs meaning in academic texts. Grounded in a functional model of language and aligned with the Science of Reading, her work supports teachers in strengthening key aspects of language comprehension—including background knowledge, academic vocabulary, language structures, verbal reasoning, and disciplinary literacy. She helps educators build a shared language for talking about language, enabling students to navigate increasingly complex texts across content areas.
She also teaches graduate-level courses for educators pursuing an English as a New Language endorsement through Dakota Wesleyan University and holds a Master of Education in English Language Learners from the University of North Dakota.
