The State-Wide Title III Consortium is funded through a Title III grant from the SD Department of Education. Our goals are to improve English language proficiency, provide professional development for teachers, and engage EL families and communities. We offer a range of evidence-based training options for educators to better serve English Learners. The SD Statewide Title III Consortium does not promote or endorse any specific program or resource. Rather, we hope to provide our districts access to quality content and resources.
Aside from the SD DOE PD, all other opportunities listed on the site are intended for SD Statewide Title III Consortium members. If you have questions about your district's Consortium membership, please contact your administrator.
Serving Educators to empower students!
Gwyneth Dean-Fastnacht is an ELS Instructional Specialist with over 20 years of experience working with culturally and linguistically diverse students in K-12 education across the U.S. and abroad. She has taught in both South Dakota and overseas in international school. She has held roles such as high school Newcomer Program ESL teacher and multi-age/multi-grade EL classroom teacher. Gwyneth now coordinates the SD State-Wide Title III & Migrant Consortia, providing professional development and working with districts, including Native American, Hutterite Colony, and rural schools.
Her work also involves teaching ENL Endorsement courses and serving on Department of Education committees. Gwyneth holds degrees in Child Development, Leadership & Administration in Education, and a Specialist in ESL.
Lindsay has been working with multilingual students and families since 2000 when she taught English for the Oshima Board of Education in Hokkaido, Japan through the Japan Exchange and Teaching (JET) Program. After returning home, she visited classrooms and supported curriculum design as a graduate assistant for the Program for Teaching East Asia at the University of Colorado, where she earned an MA in East Asian Languages and Literature. Then as an English as a Second Language (ESL) teacher for the Douglas School District and as a Reading teacher for the Sioux Falls School District, she welcomed, taught, and advocated for students and families who spoke Japanese, Korean, Georgian, Turkish, Spanish, Tagalog, German, Farsi, and Vietnamese. Now she consults school administrators and teachers of Multilingual Learners as a training and resource specialist for the South Dakota Statewide Title III Consortium. Lindsay has a South Dakota Advanced Teacher certificate, with endorsements in elementary and secondary English as a New Language (ENL), secondary Advanced Composition/Grammar and Advanced Literature, and middle school English Language Arts endorsements. She is a School-Wide English Learning certified coach, Nearpod certified trainer, Teaching English in Multilingual Classrooms (TEMC) trainer, and completed the 93 contact hour Quality Matters Teaching Online certification program.
Bobbie Kilber is in her 8th year working with the SD Statewide Title III Consortium. Bobbie currently supports approximately 30 of the member districts. She provides professional development and technical support to schools with English Learners and/or migrant students. Bobbie was a classroom teacher for more than 20 years, and a principal for 2 years prior to joining the SD Statewide Title III Consortium team. She has a BS in Early Childhood Education from South Dakota State University, Elementary/Middle School Certification from Black Hills State University, Reading Recovery certification from the University of South Dakota, a MSED in Leadership and Administration from Northern State University, and an ENL Endorsement through Dakota Wesleyan University.
Jean Larson, ENL, Ms.Ed. provides instructional support to schools in the SD Statewide Title III/Migrant Consortia. She is an experienced educator and counselor who discovered a passion for assisting English Learners during her employment at the Huron School District. Jean channeled this passion for struggling English Learners into her work with Consortium schools by providing expert and patience guidance as they development supportive and effective English Language Development programs. As part of this journey, she has developed a strong sense of commitment and expertise in two areas: assisting educators to determine the difference between a language barrier and learning disability with struggling English Learners, and assisting schools to develop an equitable system of evaluating and grading English Learners. Through her employment with SD Statewide Title III/Migrant Consortia, Jean has developed a strong sense of commitment to the teachers and schools she serves. It is her goal to continue to guide schools as they strive to provide the best possible educational experience to each English Learner in their care.
Tanya Vitek serves as a training and resource specialist for the South Dakota Statewide Title III Consortium, where she provides support to school administrators and teachers of Multilingual Learners. With over 20 years of teaching experience ranging from Preschool through 8th grade, including seven years at a multi-grade Hutterite Colony school, Tanya brings a depth of knowledge and expertise to her role.
Tanya’s knowledge and experience are grounded in a Bachelor of Science in Elementary/Early Education from Black Hills State University, an English New Language endorsement from Dakota Wesleyan, and an M.Ed. in English Language Learners from the University of North Dakota. Additionally, Additionally, she has experience teaching in the SD Title III Consortium English as a New Language (ENL) Endorsement program and holds certifications as a School-Wide English Learning (SWEL) coach and a Teaching English in Multilingual Classrooms (TEMC) trainer.
Tanya is committed to using her expertise to support SD Title III Consortia districts in developing their English language programs and services.
