The factually grounded rationale to explain how the HIDOE reached its decision.  Describe Why.

Sample Language:  A (insert assessment) was rejected because sufficient information on (area of concern) exists from progress monitoring data and diagnostics assessments to determine eligibility for special education and related services and if appropriate, program development.
