North Carolina’s State of Educational Attainment Report approved by myFutureNC’s Board of Directors on August 9, 2022 reports data for 18 Key Performance Indicators (KPIs) in four key transition areas: academic readiness, college and career access, postsecondary completion, and labor-market alignment.

Glossary
Association for Career & Technical Education (ACTE): professional association for CTE teachers and support services. ACTE advocates for CTE funding and supportive policies, facilitates leadership development for CTE professionals, promotes high-quality CTE programming, publishes Techniques, among other programs and services. Career Academy Coordinator (CAC): person responsible for the oversight of the four tenants of a Career Academy, which are Curriculum/Instruction, Academy Structure & Organization, Advisory Board, and Work-Based Learning.
Career & Technical Student Organization (CTSO): Career and Technical Student Organizations (CTSOs) enhance student learning through contextual instruction, leadership and personal development, applied learning and real world application. JCPS supports: DECA, FBLA, FCCLA, FFA, HOSA, SkillsUSA, TSA
Career Development Coordinator (CDC): person responsible for the coordination of career development services to assist students in making educational and career decisions.
Consumable Supply: relatively inexpensive (generally less than $50 per item) and expendable; that is, if the article is damaged or some of its parts are lost or worn out, it is usually more feasible to replace it with an entirely new unit, rather than repair it.
Equipment: Non-expendable, more costly, with a useful life of more than one year.
Encumbered Funds: those funds that which have been obligated during a given fiscal year by proper execution of a purchase order, or some other formal agreement that which is enforceable as a contract for disbursement of those funds to disburse money.
Inherently Honors: a CTE course that the state has deemed deserving of honors-level credit weight (an additional one-half (.5) of a quality point is awarded toward the students' grade point average). In this case the district/school does not need to maintain an Honors Teaching Portfolio.
North Carolina Department of Public Instruction (NCDPI): state education agency which serves as the pass-through entity for Perkins V funds and is responsible for state and federal CTE funds. They provide leadership to the CTE program by providing curriculum, professional development, resources, local support and technical assistance, and state-level CTSOs.
Performance-Based Measure (PBM): assesses students' ability to apply the skills and knowledge learned from a CTE course. Typically, the task challenges students to use their higher-order thinking skills to create a product or complete a process and should closely mirror the responsibilities of a professional. PBMs are one of three possible Proofs of Learning provided by the North Carolina Department of Public Instruction for CTE courses. For courses with PBMs, there is a PBM Guide that contains rubrics and instructions for facilitating. In most cases, PBMs are completed throughout the course and do not serve as the course's final exam.
Perkins V: officially known as the Strengthening Career and Technical Education for the 21st Century Act, this federal law provides support for CTE programs and focuses on improving the academic and technical achievement of CTE students, strengthening the connections between secondary and postsecondary education, and improving accountability.
Professional Learning Community (PLC): a group of educators that meets regularly, shares expertise, and works collaboratively to improve teaching skills and the academic performance of students.
Program Area Moodle PLC: statewide virtual PLC where educators within a CTE program area can learn about upcoming opportunities and activities, download their most up-to-date curriculum materials, and participate in collaboration forums with colleagues across the state.
Proof of Learning (POL): documents and demonstrates student learning in a CTE course. The North Carolina Department of Public Instruction designates three possible proofs of learning for each CTE course: 1) state exam; 2) credential; or 3) performance-based measure (PBM). The state exam is the only POL that serves as the final exam for a CTE course. If a student earns a POL credential, then they may be exempt from a final exam.
Purchase Order (PO): a legal document that is created by a buyer and sent to a seller to confirm their intention to purchase products and/or services. Funds on a purchase order are encumbered, meaning they are not available for use for other purposes until the purchase order is closed.
Purchase Order (PO) Requisition: an internal process whereby an employee requests that a purchase order be created from the fund manager responsible for those funds. Placing an order or committing funds without receiving an approved purchase order places the employee at financial and legal risk.
Quote: documentation of an estimated price for services or items. It may be a formal quote specific to the buyer or informal quotes may include ecommerce wishlist, screenshot of the cost, PDF of fee structure or pricing lists, or email from a vendor.
Residency: teacher licensure route that allows qualified individuals to obtain a teaching position and begin teaching right away as a Resident while obtaining a clear professional educator's license. Requires affiliation with an approved Educator Preparation Program (EPP) and employment with a school district.
Special Populations Coordinator (SPC): person responsible for providing access to programs and supportive services for students in CTE courses who are identified as special populations, which include economically disadvantaged, nontraditional students, single parents, out-of-workforce individuals, English learners, homeless individuals, youth with parents on active duty in the armed forces, youth who are in, or have aged out of, the foster care system, and individuals with disabilities.
Supplanting: occurs when a state or unit of local government reduces state or local funds for an activity, specifically because federal funds are available (or expected to be available) to fund that same activity. For example, withholding basic teacher supplies from CTE teachers and expecting CTE teachers to use CTE funds to obtain them.
Work-Based Learning (WBL): an educational strategy that provides students with real-life work experiences where they can apply academic and technical skills and develop employability skills.
Work Experience (licensure route): teacher licensure route that allows qualified individuals to obtain a teaching position and begin teaching right away by meeting specific degree and work experience requirements while obtaining a restricted educator's license. Requires successful completion of either: 1) CTE New Teacher Induction + 18 college credits; or 2) CTE New Teacher Institute.
