If annotating PDF's on PC is your goal, Drawboard PDF is by far the best option. Use a powerful set of tools to mark-up existing PDF's, reorder and create new PDF's and organize your files in an easy to navigate manner. Also, most PDF's and annotations are searchable, both typed text and handwriting. Some features, like assembling PDF's from other files, are only available with the premium version.
