Complete and submit a pre-application either electronically or by using a paper application. The pre-application provides the basic information needed to begin the process.
HHA reviews the information submitted and determines whether additional information or documents are needed. Please allow time for processing, as applications are reviewed and entered into the waiting list as staff time permits.
After your application has been processed, you will receive an email invitation to the secure Grand Oaks Apartments Applicant Portal. The invitation will be sent to the email address provided on your application.
The Applicant Portal is used to complete requested forms, submit documents, report changes, and access applicant information.
Applicants who have submitted the required forms and documents and meet the requirements for placement are added to the waiting list in accordance with HHA's Admissions and Continued Occupancy Policy (ACOP). Waiting-list order may be affected by applicable preferences and other factors established in the ACOP.
While you are on the waiting list, it is important to keep your mailing address, telephone number, email address, household composition, and other required information current. Changes should be reported through the Applicant Portal.
Applicants must also respond to HHA requests for information by the stated deadline. Failure to respond may affect your waiting-list status.
When an apartment is expected to become available and your application is reached for consideration, HHA will contact you and request the information and documentation necessary to determine your current eligibility.
Before admission, HHA verifies eligibility and required information in accordance with HUD requirements and the ACOP. This may include verification of income, assets, household composition, citizenship or eligible immigration status, Social Security information, applicable preferences, and other required documentation, as well as applicant screening.
After all required information has been received and verified, HHA determines whether the household meets the requirements for admission to the Public Housing program.
When an appropriate one-bedroom apartment becomes available, an eligible applicant may be offered the unit in accordance with HHA's waiting-list and tenant-selection policies.
Prior to lease signing and move-in, approved applicants will complete an orientation. During orientation, applicants will review important information about living at Grand Oaks Apartments, including the lease, rent and payment requirements, utilities, maintenance procedures, community rules and policies, resident responsibilities, and other information needed for a successful tenancy. Applicants will have an opportunity to ask questions and receive clarification before signing the lease. The orientation meeting helps ensure that new residents understand both their rights and responsibilities before making Grand Oaks Apartments their home.
Before move-in, the new resident completes the required admission documents and signs the lease and applicable addenda. Documents may be completed and signed electronically or, upon request, in paper form and in person at the Hillsboro Housing Authority office.
Before apartment keys can be issued, all required security deposits and prorated rent must be paid in full, and any required verification that utilities for which the resident is responsible have been established must be completed. These requirements must be satisfied before possession of the apartment is provided. Once all move-in requirements have been completed, the resident will receive the apartment keys and may take possession of their new home at Grand Oaks Apartments.

Once your application has been reviewed, you will receive an email invitation to the Hillsboro Housing Authority's Applicant Portal. You must have your application number and email address to access the portal.
We suggest you add our contact information into your email contacts and also your phone contacts to ensure you receive communications from us.
The Hillsboro Housing Authority (HHA) Applicant Portal is a restricted Google Site available only to invited applicants.
To access the Applicant Portal, you must have:
An active email address that matches the email address listed on your housing application;
An Applicant Portal invitation from Hillsboro Housing Authority (emailed to the email address on your application);
A Google Account connected to that same email address; and
Your HHA Application Number.
You do not need a Gmail address. Yahoo, Outlook, Hotmail, workplace, school, and other email addresses may be connected to a free Google Account.
Creating a Google Account with your existing email address:
Does not create a new Gmail address;
Does not change your email address;
Does not change where you receive email; and
Does not give HHA access to your email or Google Account password.
You must use the same email address listed on your housing application.
Do not create or use a different email address to access the portal. HHA grants access only to the email address associated with your application.
If your email address has changed, contact HHA before attempting to access the Applicant Portal.
Your email address may already be connected to a Google Account if you have previously used it to sign in to Google Drive, YouTube, Google Photos, or another Google service.
To access the Applicant Portal:
Open the Applicant Portal invitation sent by HHA.
Select the portal link in the invitation.
Sign in using the same email address listed on your housing application.
Enter your Google Account password.
If your email address is not connected to a Google Account:
Go to Create a Google Account.
Select Create account.
Select For my personal use.
Enter the requested basic information.
Select Use your existing email or Use my current email address instead.
Enter the same email address listed on your housing application.
Select Next.
Google will send a verification code to your existing email address.
Enter the verification code.
Create a Google Account password and complete the remaining instructions.
Return to the Applicant Portal invitation sent by HHA.
Open the portal link and sign in using your existing email address and the Google Account password you created.

Use of the Applicant Portal is optional. You will not lose your place on the waiting list or be treated differently because you do not have an email address, Google Account, internet access, computer, smartphone, or other device.
If you cannot access or use the Applicant Portal, contact the Executive Director. After your identity is verified, HHA can provide the application-status information available through the portal by another appropriate method, such as telephone, mail, email, or an in-person appointment.

You are not required to disclose detailed medical information when making an initial request. HHA may request only the information reasonably necessary to evaluate a disability-related accommodation when the disability or need is not apparent.
Requesting an accommodation will not negatively affect your application, waiting-list position, eligibility, or access to HHA programs and services.
