Do you need to request a new Certificate of Eligibility (COE)?

• If the student applied for Post-9/11 GI Bill (Chapter 33) benefits using VA.gov on or after August 20, 2022, they can download their COE online.

• Students who applied for benefits before August 20, 2022, can submit a request online at the Apply for VA education benefits Form 22-1990 webpage.

• Students using transferred entitlement benefits (TOE) can submit a request online at the Apply to use transferred education benefits webpage.

• Students receiving education benefits under Chapter 35 Survivors' and Dependents' Education Assistance (DEA) or Chapter 33 Fry Scholarship can submit a request online at the Apply for education benefits as an eligible dependent webpage.

Do I need to let VMRC know if I am receiving other tuition assistance?

Yes. If you are using any of the following, you must indicate it on your ECR form each term and attach documentation:

* Tuition Assistance (TA)
* MyCAA
* Scholarships
* Other third-party payments

Important: FAFSA/financial aid (such as Pell Grants or student loans) does not count as tuition assistance and does not need to be listed.

Reporting this helps us process your VA benefits correctly and avoid delays or duplicate payments.

When can I expect to receive my VA benefits? I have already submitted my ECR.

Once Kapi’olani CC’s VA Certifying Official submits your enrollment information, it must be entered into the system by VA.  If the VA receives your ECR form after the priority deadline, processing times are typically longer at the start of the semester and VA is generally overwhelmed with enrollments at the start of each semester, it could take up to six weeks  for the VA to complete the certification process during those times.  

You must also verify your enrollment at the end of each month in order to receive payment for that month. Benefits are paid after each month of school is completed. For instructions, see the FAQ: “How do I verify my enrollment?”

If I fail a course, will I have to pay the VA back?

If you fail a course but attended the entire term, the VA will not require you to pay back the tuition and fees, and you can usually retake the course with VA coverage. However, if you stop attending (unofficially withdraw) or fail due to non-attendance, the VA may classify it as a withdrawal and could require repayment of the funds for that course.

It’s important to officially withdraw if you stop attending and to notify our office.

What if I’m taking classes at more than one institution or at multiple UH Campuses?

Inform Kapi’olani CC’s VA School Certifying Official (SCO) at VMRC as soon as possible. SCO will then contact the secondary campus(es) to certify your non-Kapi’olani CC courses.

UUH System Common Scholarship Application Now Open!

The University of Hawaiʻi System Common Scholarship Application is now available online for the 2026-2027 academic year. This is a single application for several hundred different scholarships.
