What’s happening: The University of Hawai’i will soon begin a project to upgrade the Banner Student Information System (SIS). To make this transition possible, the SIS and its connected systems (including STAR and Lamakū) will be temporarily unavailable. MyUH will also be replaced with a new interface, Self-Service Banner 9.
Plan ahead: Submit your ECR form on or before the priority deadline, December 1st. During the upgrade, School Certifying Officials (SCOs) will not be able to submit certifications to the VA. We will continue processing certification request forms in the order they are received, both before and after the upgrade, and you will not lose your place in the queue. Once your Spring 2026 enrollment has been certified with the VA, you will receive a confirmation email from the VA Enrollment Manager system. This email will be sent to the email address linked to your VA account (either your hawaii.edu address or a personal email).
ECR Forms submitted after the priority deadline will still be processed, but please expect a delay in your VA education benefits.
Attention! VERY important…
→ We highly recommend meeting with your academic counselor either before or during the completion of your ECR form. This will allow you to discuss all the courses you plan to take and ensure they align with your academic plan and that you are not duplicating classes, or taking classes below your placement levels.
→ You need to send a follow-up email to your academic counselor if you have not received your approved ECR form within a week.
→ After we process your ECR form, you will receive a confirmation email from the VA Enrollment Manager System. This email will be sent to the address associated with your VA account, which could be your hawaii.edu email or your personal email.
Reminder:
→ Chapter 31 Recipients: Your ECR will NOT be processed unless we receive a copy of your Authorization Letter/PO. Please contact your VR&E Counselor to obtain your PO.
→ NEW KapCC Chapter 33 Recipients: Your ECR will NOT be processed if you do not submit a copy of your Certificate of Eligibility (COE).
