VA Enrollment Certification Process


Thank you for choosing Kapi‘olani Community College to continue your education.  We look forward to working with you.
To begin the enrollment certification process, choose a link below that best describe you as a student and follow the steps for VA enrollment certification process.

I am NEW or TRANSFER student

The Kapi’olani CC School Certifying Official  will make every attempt to process your GI Bill® Education Benefits Enrollment Certification Request (ECR) form within ten (10) business days of receipt of your request.

To prevent delays on your VA Education Benefits, please submit your completed  ECR Form before:

December 15th – SPRING Term
April 15th – SUMMER Term
July 15th – FALL Term

VA Enrollment Certification Process

STEP 1: Apply for VA Education Benefits
If you have not done so, apply for VA Education Benefits at Veterans Online Application.

STEP 2: Apply to Kapi’olani Community College

▪️ Please visit Kapi’olani Community College – Admission website for more information.
▪️ For students who are transferring from other UH colleges/universities to Kapi'olani CC, you need to submit a Change of Home Institution form.
▪️ Students who are Non-Resident (for tuition purposes).
For Chapters 30, 33, 35, and 1606: submit a copy of your COE to Admission Office at kapinfo@hawaii.edu
For Chapter 31 (VR&E ): Submit a copy of your Authorization Form/PO to Admission Office at kapinfo@hawaii.edu

STEP 3: Request for Official Transcripts

▪️ You must submit a Transcript Evaluation Request (TER) form.
▪️ For Military Transcript visit https://jst.doded.mil

Note: If your transcript(s) has not been officially evaluated, please make an appointment and email copies of your transcript to Shannon Sakaue at sks78@hawaii.edu for an unofficial transcript evaluation.

STEP 4: Register, ECR Form, COE, and Payment

a. Make an appointment with your counselor to help you register for classes. 
b. Fill out an Enrollment Certification Request (ECR) Form.
c. Submit a copy of your Certificate of Eligibility (COE).
d. All Chapters must pay for your classes (except Chapter 31 VRE and Chapter 33- Post 9/11).
→  Attention Chapter 33 Post 9/11 recipients: To minimize debts and repayment to the Department of Veterans Affairs when students make changes to their schedule, the VMRC will not include your tuition and fees in your initial enrollment certification.  This will not affect the educational benefits you are entitled to and you will be receiving your book stipend and housing allowance accordingly. We will be amending your enrollment certification to include the tuition and fees after the last day to withdraw from full-semester classes with a 50% tuition refund in Fall (mid-September), in Spring (mid-February), and in Summer (mid-July).
Attention Chapter 31 recipients: You need to notify your VRE Counselor to submit to send us your Authorization form. We cannot process your ECR form without your Authorization Form.

Remember:
→ If you want to receive or use your VA Education Benefits, you must submit ECR Form EACH semester
→ Any changes in enrollment must be reported to the VMRC immediately to avoid payment problems.


REMINDERS:

☑️ NON-CREDIT programs are not approved for VA Certification.
☑️ For a student who previously used VA education benefits at his/her previous college/university: Submit a Request for Change of Program or Place of Training (22-1995 form) via eBenefits website.
☑️ Failure to submit an ECR form or missing forms (22-1905, 22-1995, 22-5495, etc.)  will delay the processing of your VA Certification to the DVA.
☑️ ALL changes in enrollment (i.e. add, drop, course cancellation), MUST submit a revised ECR form. Failure to report changes promptly may make you liable for overpayment to the Department of VA.
☑️ Please note that “verifying” and “certifying” your enrollment are two different procedures.
→  Certification is done by a school certifying official and lets VA know how many hours or credits you will be enrolled in so we can determine your payment rate.
→  Verification is done by you (Chapter 30, 35, 1607 &1606 recipients only)  at the end of each month and lets VA know that your enrollment information has not changed.


I am CONTINUING or RETURNING student

The Kapi’olani CC School Certifying Official  will make every attempt to process your GI Bill® Education Benefits Enrollment Certification Request (ECR) form within ten (10) business days of receipt of your request.

To prevent delays on your VA Education Benefits, please submit your completed  ECR Form before:
