Minimum Requirement
Maintain group sizes of 12–20 youth per mentor (ideal range: 15–20).
Group youth based on age, grade level, and developmental readiness.

Adjust group structure as needed to maintain effectiveness.
Implement a policy for recruitment, retention, and managing increased demand.
Consider forming new clubs if capacity is exceeded.
