The seventeenth century was a time of crisis and transformation. A new political system emerged as the solution to the crises, which placed absolute sovereignty in the hands of the ruler. With Louis XVI taking the lead, armies grew larger than ever, resulting in new government bureaucracies and higher taxes. Only a small minority of countries chose a different system where power was limited by law. The two most notable of these states were England and the Dutch Republic.
