The Recruitment & Training Office stands as one of the most integral divisions within the Highway Agency, having existed since the organisation’s very foundation. From the earliest days of motorway operations through to its deployment on Altis, the office has played a central role in shaping the standards, professionalism, and effectiveness of the agency as a whole.
Responsible for the development of new personnel, the office oversees the training and assessment of all incoming recruits, ensuring they are fully prepared to operate safely and efficiently on the roads. Beyond initial training, it also maintains an active role in supervising traffic officers, helping to uphold operational standards and provide ongoing guidance where needed.
In addition to its training responsibilities, the Recruitment & Training Office manages a wide range of administrative duties, including documentation, record-keeping, and internal processes that keep the agency running smoothly. It also works closely with team managers, offering feedback, support, and insight to assist in decision-making and overall personnel management. Through these combined efforts, the office remains a cornerstone of the Highway Agency’s continued success.
RTO's are the first rank within HATO Staff. This role can be achieved by posting an application and passing an interview. Only the best of the best are considered for this position. Responsibilities of an RTO
Interviews, in-game tests and trainings.
Overseeing the entire faction in-game and instructing the people who need it.
S/RTO's are the first step towards HATO Management. They have been promoted to this role because they have shown extreme dedication and proven trustworthy of handling more responsibilities.
Requirements
Outstanding activity in-game and paperwork.
A good reputation within the faction and the staff team.
A comprehensive understanding of interviews, in-game tests and the systems HATO Staff uses to run the faction.
Responsibilities of an S/RTO
Reviewing applications for joining HATO and making the final decision about interviews and in-game tests if required.
Educating the RTO's and training them.
Performing quality control on the RTO's to ensure the best outcome.
Working closely alongside the H/RTO to improve and expand the staff team.
Working closely with Team Managers to assist in managing the faction.
Other duties
Managing the faction activity by issuing warnings for inactivity.
Issuing warning points when it is required.
Performing flight tests to newly promoted SOOC's.
The H/RTO position is usually held by exactly one dedicated member of HATO Management. They are in charge of keeping the entire RTO department on track and ensuring that it operates at the highest possible level.

Responsibilities of the H/RTO
Overseeing the Recruitment & Training Office and guiding its progression while reporting directly to the O/M.
Maintaining and managing all RTO documentation, systems, and departmental infrastructure.
Supervising HATO members, addressing conduct when required, and handling reports professionally.
Reviewing applications and making final recruitment decisions, including approvals and denials.
Managing S/RTO's and ensuring effective communication and delegation.
Evaluating RTO's and maintaining high performance standards.
Working closely with other Team Managers to support faction management and decision-making.
Other duties
Conducting regular checks on applications and departmental documents.
Organising and leading department meetings.
Using departmental data to support improvements and decision-making.
Overseeing and managing Highway Agency applications on MyGTA.
