Training Curriculum for Teachers on Public Speaking for Citizenship Education (CE)
Description
The following curriculum was designed for the staff training event held in Gozd Martuljek, Slovenia, from the 29th of November to the 3rd of December 2022. The main purpose of the training was to equip the participants, teachers from 4 countries involved in the project, with the skills and competences necessary so that they will be able to deliver training for their peers in their home countries (through the so called ‘national training’).
Throughout the training programme, teachers got acquainted with different public speaking methodologies, the different ways in which we can look at citizenship education, and they have gained skills that help them find the best ways to incorporate public speaking methodologies in their lesson plans. Additionally, they gained insight into how the national trainings should look like and tips on how to deliver them. The final module is dedicated to the assessment of this training course.
The target audience for this curriculum is the trainers leading the staff training in Gozd Martuljek. The modules are written to cater to their needs. Each module begins with a description of the learning outcomes intended for the session. This is followed by a theoretical framework aimed at empowering the trainers to lead the activities outlined towards the end of each module. Lastly, each module includes references for further reading.
The training curriculum is composed of six interconnected modules that progressively build teachers' capacity to integrate public speaking methodologies into Citizenship Education (CE). Each module develops specific competences while reinforcing concepts introduced in previous sections, creating a coherent and cumulative learning pathway. Module 1 provides a foundational understanding of public speaking as a pedagogical tool. It introduces individual and group speaking formats, the role of argumentation, and core delivery techniques. This sets the stage for the practical and thematic applications explored in the following modules. Module 2 links public speaking to Global Citizenship Education and the Sustainable Development Goals (SDGs), with a focus on national curricula. It helps teachers identify CE-relevant topics within their own subjects and translate abstract civic themes into concrete public speaking activities. This module builds directly on the speaking techniques introduced in Module 1. Module 3 deepens the integration of public speaking with curriculum planning. It positions CE both as content and as a competence and introduces the CCC method (Create, Choose, Check) for lesson design. Teachers learn to adapt speaking methods to classroom needs and learner profiles, applying skills acquired in Modules 1 and 2. Module 4 focuses on public speaking as a means of empowerment, highlighting how feedback, inclusion, and encouragement can foster student agency. It introduces strategies for providing constructive feedback, directly supporting the facilitation of activities introduced in earlier modules. Module 5 shifts the focus to training delivery and adaptation. It guides participants in planning national training sessions and structuring Co-Design Labs, where students and teachers collaboratively design CE-based lessons using public speaking. This module consolidates methods from Modules 1–4 and supports their replication. Module 6 concludes with tools for evaluating both training effectiveness and learning outcomes. It introduces self-assessment and group feedback mechanisms aligned with the learner-centred approaches emphasized throughout the curriculum. Together, these modules form a scaffolded structure: beginning with fundamental skills, progressing through thematic integration and methodological adaptation, and culminating in implementation and evaluation strategies. This ensures that teachers are not only trained in theory but also empowered to apply and sustain the project’s approach in their own educational contexts.
