Records Process Updates and Responsibilities
PURPOSE
Due to ongoing changes to our systems—such as CAD/RMS upgrades and the addition or removal of various applications—the processes within the Records Division are frequently updated. Outlined below are the current expectations and responsibilities for both Officers and the Records Technician:
Incident Module: The majority of data entry into the RMS should be completed by Officers within the Incident Module.
Other Modules: These will primarily be completed by the Records Technician. However, they may also be accessed and utilized by others for purposes such as training or records retrieval.
Please review these expectations carefully to ensure consistency, accuracy, and compliance moving forward.
Incidents (Criminal/Non Criminal)
Officer Expectations
Officers are expected to complete the Incident Module in SOMA which must include:
All involved persons
Vehicles and Property entries (Master Indices)
Applicable criminal violations and other sections under the Incident module such as Use of Force, etc.
Complete narratives and supplementals
Images NOT related to Parking Summons or Non-Criminal Traffic Crashes
Once completed, ALL paperwork must be:
Submitted to a supervisor for review and intials
Placed in the Records folder for entry and scanning into the appropriate modules by Records personnel
Please ensure all steps are followed to maintain consistency. compliance, and efficient processing.
Records Expectations
Records Technician is responsible for the folllowing:
Scanning and Attach Documents provided from the Records Folder.
Enterin the corresponding data into the appropriate modules (e.g., Multiform, Citations, Parking Summons, etc.)
Ensuring each module is properly linked to the associated Incident to facilitate efficient retrieval
Any paperwork that is incomplete and improperly filled out will be returned to the supervisor for correction and resubmission.
Digital Photographs
Officer Expectations
Officers are expected to upload and attach all relevant photos to the appropriate module, with the exception of Parking Summons and Non-Criminal Traffic Crashes.
For these exceptions, photos should be uploaded to the designated drive, where Records personnel will attach them to the corresponding module.
Records Expectations
Records will upload any Parking Summons and Non-Criminal Traffic Crashes from the drive.
If they are not in the drive, they will NOT be uploaded.
Stolen Vehicles / Failure to Redeliver
Officer Expectations
Officers are expected to complete the Incident Module in SOMA which must include:
All involved persons
Vehicles and Property entries (Master Indices)
Applicable criminal violations
Complete narratives
Specific Attachments (below), including images not related to Parking Summons or Non-Criminal Traffic Crashes
***NOTE: Officers MUST scan the Stolen Vehicle Affidavit and Witness Statements into SOMA. This MUST done immediately so AOCC can enter the vehicle into FCIC/NCIC. The officers are NOT to be running these items over to the AOCC. ***

Ensuring each module is properly linked to the associated Incident to facilitate efficient retrieval
Any paperwork that is incomplete and improperly filled out will be returned to the supervisor for correction and resubmission.
Multiform (FTSR, Trespass, FIC) & Traffic Paperwork (Non-TraCS)
Officer Expectations
Officers are expected to complete the Incident Module in SOMA which must include:
All involved persons
Vehicles and Property entries (Master Indices)
Applicable criminal violations
Complete narratives
Images not related to Parking Summons or Non-Criminal Traffic Crashes
In addition, officers are responsible for accurately completing the APD Multiform and Traffic-Related Paperwork not submitted through TraCS and any other required documentation.
Once completed, ALL paperwork must be:
Submitted to a supervisor for review and intials
Placed in the Records folder for entry and scanning into the appropriate modules by Records personnel

Records Expectations
Records Technician is responsible for the folllowing:
Scanning the APD Multiform and Traffic-Related Paperwork not submitted through TraCS
Attaching any documents and entering the corresponding data into the appropriate modules (e.g., Multiform, Citations, Parking Summons, etc.)
Ensuring each module is properly linked to the associated Incident to facilitate efficient retrieval
Any paperwork that is incomplete and improperly filled out will be returned to the supervisor for correction and resubmission.
All Criminal-Related Traffic Paperwork (UTC & DUI UTC)
Officer Expectations
Officers are expected to complete the Incident Module in SOMA which must include:
All involved persons
Vehicles and Property entries (Master Indices)
Applicable criminal violations
Complete narratives
Images not related to Parking Summons or Non-Criminal Traffic Crashes
In addition, officers are responsible for accurately completing the Criminal-Related Traffic Paperwork and any other required documentation.
Once completed, ALL paperwork must be:
Submitted to a supervisor for review and intials
A copy of the narrative MUST be attached with the Citation, use the "Print Narrative" option in SOMA.
Placed in the Records folder for entry into the appropriate modules by Records personnel
Please ensure all steps are followed to maintain consistency. compliance, and efficient processing.
Records Expectations
Records Technician is responsible for the folllowing:
Scanning the any Criminal-Related Traffic Paperwork submitted into the Records folder
Attaching any documents and entering the corresponding data into the appropriate module
Ensuring each module is properly linked to the associated Incident to facilitate efficient retrieval
Any paperwork that is incomplete and improperly filled out will be returned to the supervisor for correction and resubmission.
Crashes
Officer Expectations
Officers are expected to complete and submit the crash in TraCS in a timely manner and ensure a Drivers Exchange was provided to the appropriate parties. Any Non-Criminal Traffic Crash photos will be uploaded into the drive for Records to attach in the RMS (SOMA).
NOTE: All crash records will be available a minimum of 10 days on the Florida Crash Portal once approved. All records requests will be forwarded to LCPA records not PD records.
Records Expectations
Records Technician is responsible for the folllowing:
Attaching any documents and entering the corresponding data into the appropriate module
Upload any Non-Criminal Traffic Crash photos into the module
Any paperwork that is incomplete and improperly filled out will be returned to the supervisor for correction and resubmission.
Universal Booking Sheet (UBS)
Officer Expectations
Officers are expected to complete and submit the UBS into the Records folder for submission into the RMS (SOMA). Complete any additional Supplementals or updated Narrative in the RMS if applicable.
Records Expectations
Records Technician is responsible for the folllowing:
Attaching any documents and entering the corresponding data into the Incident module
Attach any corresponding data in the Arrest Module (No attachments)
Any paperwork that is incomplete and improperly filled out will be returned to the supervisor for correction and resubmission.
Seized Tags
Officer Expectations
Officers are expected to create an incident report and complete a narrative for all seized tags regardless if it is a criminal violation or not. Attach a copy of the Narrative ONLY to to be submitted with the seized tag in the Records folder.
Records Expectations
Records Technician is responsible for the folllowing:
Sending the tag back to the state in a sealed envelope with a copy of the narrative.
Any paperwork that is incomplete and improperly filled out will be returned to the supervisor for correction and resubmission.
Drivers Licenses or IDs
Officer Expectations
Officers are expected to shred any state Drivers License or Identification Cards that are seized or found after all attempts to find the owner are exhausted.
Records Expectations
Records Technician will not handle seized or found drivers licenses or identification cards. They will be returned to the superivisor to address.
