The Federal Assembly, Switzerland's highest political body, will be directly informed by scientists in a dialogue on the challenges of the climate and environmental crisis. This was announced this morning by the President of the Parliament, Irène Kälin, who invited all MPs to participate in a day specially dedicated to the issue on May 2nd 2022. This is exactly what Guillermo Fernandez has been asking for 39 days: this Swiss citizen, father of three, has been on hunger strike since November 1st to obtain such a commitment from the Swiss authorities. He welcomes this decision "with the hope that it will finally open a real space for discussion in Switzerland and support the ability of politicians to take courageous decisions for the future of our children". He will gradually start feeding again and is preparing for long-term action.
Bern, December 9, 2021
(Press release from the Parliament and the Academy of Sciences: here)
Guillermo Fernandez made his request on 1 November in a letter to Simonetta Sommaruga, Minister of the Environment, who never replied. The Parliament, which started its winter session on Monday 29 November, took the step this morning: its President Irène Kälin invited the Swiss Academy of Natural Sciences (SCNAT) to organise an information and discussion session for the members of the Parliament on the challenges of the climate and environmental emergency. Swiss scientists who are experts in the field and who have contributed to the drafting of international reports will be in charge of this event, the first of its kind in Switzerland. It is scheduled for May 2nd 2022, between the spring and summer sessions of Parliament.
Members of Switzerland's highest political body will thus be able to seize the opportunity to update their knowledge on the subject, with the aim of strengthening their capacity to better understand the true dimension of the crisis and its stakes, and to take the necessary measures so that Switzerland can meet the commitments it has made in the framework of the Paris agreements, which it is far from meeting. After 39 days of fasting, Guillermo Fernandez, who has lost more than 20 kg and is very weak, said he was happy with the decision: "The scientific facts clearly indicate that we are sending our children into 'a hellish future', to use the exact words of UN Secretary General António Guterres. Many parliamentarians do not seem to be aware of this terrifying and urgent reality. Now we will know that they know. Whoever knows and does not act to save our children is not legitimate in deciding our future and especially not that of our children. “
26 Swiss-based scientists, members of the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), recently co-signed a letter in support of Guillermo Fernandez's request, stating that they "all agree that directly informing the Swiss Federal Assembly and Government of the scientific evidence of the unprecedented scale and severity of the climate and biodiversity crises we face is a reasonable request that should be honoured." They further propose to "continue a sustainable dialogue."
Based on the announcement made this morning by the President of the Parliament, Guillermo Fernandez decided to end his hunger strike and take time to recover his strength, so as to continue his long-term commitment to the climate and ecological cause as soon as possible: "The exposure of the truth to the Parliament by scientists is a crucial first step. The population will have to face existential challenges. They will demand that our political class assume its grave responsibilities with courage and generosity. I continue the struggle with all the living souls who care about the future of humanity, with courage, love and hope.”

Solidarity with the climate hunger strike : IPCC and IPBES experts and several dozen other people are joining Guillermo Fernandez, who is on his 34th day of fasting. Popular support is growing as the silence of the Swiss authorities becomes overwhelming.
Switzerland / Bern / Federal Square, 4 December 2021
Guillermo Fernandez, a Swiss citizen and father of 3, has been on hunger strike for 34 days. He is demanding that Parliament receive direct training from scientific experts so that MPs can grasp the real stakes of the climate and environmental crisis and take the necessary measures. Since the beginning of his action, Guillermo Fernandez has lost more than 17 kg and the risks to his health are increasing dramatically every day. Today, he appeared for the first time in a wheelchair, "to keep my strength up" he said.
Despite this, the authorities, and in particular Minister Simonetta Sommaruga, head of the Department of the Environment, to whom Guillermo Fernandez addressed his request on 1 November, have still not reacted. A growing number of MPs have nevertheless expressed their support.
Last Monday, the Switzerland based authors of the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) published a joint open letter to the media, the Parliament and the Federal Council, supporting Guillermo Fernandez's request and offering to organise such a training immediately. They point out that: "Swiss climate policy is insufficient and not in line with the long-term temperature target agreed by ratifying the Paris Agreement, and Guillermo Fernandez is already in his fifth week of hunger strike." This letter has also not been answered by Minister Simonetta Sommaruga.
As a sign of protest against the government's inertia, Prof. Julia Steinberger (IPCC) and Prof. Antoine Guisan (IPBES) spent a day of fasting in Bern on Friday 3 December, together with Guillermo Fernandez. In three days, more than 50 other people pledged to fast as well during the parliamentary session, accumulating almost 100 days of fasting over the next two weeks. These people were invited to post a selfie using the hashtag #IStandWithGuillermo.
In addition, the mobilisation around Guillermo Fernandez is getting stronger and more organised, and individual initiatives are multiplying: more than 300 people gathered again today on the Federal Square in Bern, the online petition has so far gathered almost 10,000 signatures, many letters of interpellation have landed on Mrs Sommaruga's desk and politicians are mobilising at local level so that training sessions can be organised as soon as possible.
Calling on the signatories of his petition to continue the action, Guillermo Fernandez said: “The support I receive from people every day is very important to me and I know that together we can still win in my lifetime. For the future of our children, we have no choice but to win. We will win.”
As Guillermo Fernandez's health situation becomes critical, so does the climate and our ecosystems. The ball is in Ms. Sommaruga's court, in the authorities' and in Parliament's. What more is needed to make them react?
Mr Fernandez is available for interview requests in French, Spanish, German, English or Italian.

Dear international journalists,
In Switzerland, Guillermo Fernandez, a 48 year-old father of 3, has been on hunger strike for the last 29 days in front of the Parliament in Bern.
His demand: Addressing the Minister of the environment Simonetta Sommaruga, Fernandez demands the whole Parliament get a compulsory public training about the climate and ecological crises, given by scientists of IPCC, IPBES and other expert bodies, including the ministry's own offices (see his full demand here). Fernandez has vowed not to eat until such a training is scheduled, and is ready to die over this. In his own words: "I ardently desire to live, but to protect my children's future, I am ready to die."
Ignored by the authorities. This father of 3 has been wasting away for one month now on the doorstep of Swiss political power, with no official reaction from the authorities, neither about his demand nor his ordeal.
IPCC and IPBES make a stand for him. Today, Swiss-based authors of the Intergovernmental Panel on Climate Change (IPCC) and Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) released a joint open letter to the media, the Parliament and the executive, supporting Fernandez' demand and offering to organise such a training immediately. They conclude:
"Swiss climate policy and politics are admittedly insufficient and not in line with the long-term temperature goal agreed to by ratifying the Paris Agreement, and Guillermo Fernandez is already in his fifth week of hunger strike."
Letter available in English, German, Italian and French here.
A critical political window. Switzerland has a so-called "militia system" where politicians only work part-time and are therefore potentially even less informed than those of other countries. The Parliament sits only 4 times a year, for 3 weeks. Today was the beginning of their winter session, to last until December 17th. It is therefore a critical moment where the fate of Guillermo Fernandez and his demand might be decided.
Fernandez' life in their hands. Fernandez has already lost 16.3 kg. His morale is good thanks to the heart-warming public support he's been receiving. But while his health is good so far, major health accidents potentially resulting in death will start to be real possibilities around Christmas, and cannot be ruled out before that.
Guillermo is a lovely and eloquent man, he's easy to talk to and available for interviews on the phone or Zoom in English, French, Spanish, Italian and German.

Switzerland / Bern / Bundesplatz, 17 November 2021
Almost 300 people gathered in Bern, the Swiss capital, in front of the Parliament, on Saturday 27 November for a candlelight vigil in support of Guillermo Fernandez. This Swiss father of three has been on hunger strike for 27 days. While the risks to his health are increasing considerably and he has put his life in the hands of Federal Councillor Simonetta Sommaruga, Head of the Environment Department, Fernandez continues his action and has still not received any official reaction from the authorities. Noting that Swiss politicians are not educated to grasp the stakes of the climate and environmental crisis and take the necessary measures, Fernandez is calling for Parliament to receive mandatory training from scientific experts. He has vowed not to eat again until his demand is met and is prepared to die for it.
As on every Saturday since the beginning of November, at 4.30 p.m., a crowd gathered on the Bundesplatz in Bern to show their support for Guillermo Fernandez. While there were only a few dozen people at the beginning of the month, there were already 130 last Saturday and almost 300 this afternoon, coming from all over Switzerland.
The mobilization is getting organized and strengthen around Fernandez, and individual initiatives are multiplying, while the authorities have not even seen fit to give a simple acknowledgement of receipt to his request. The request is very simple: Noting the inability of the political spheres to define an action plan to tackle the climate and ecological crisis, despite the alarming reports of the IPCC (Intergovernmental Panel on Climate Change), the IPBES (Intergovernmental Platform on Biodiversity and Ecosystem Services) and the WMO (World Meteorological Organisation), Fernandez is asking that the Swiss parliament be given compulsory training on the subject by the scientific experts who authored these reports, as well as by experts from the federal offices concerned. He also asks that this training be disseminated to the Swiss population.
The failure of the Glasgow Climate Conference (COP26), which ended on 13 November with no commitment from the main players to eliminate fossil fuels in the long term, makes Fernandez's request even more relevant and urgent. Faced with the failure of this conference, Ms Sommaruga said she was "angry". Yet she has not given Fernandez any response to his letter, which he sent on 1st of November, putting his life in her hands.
The stunned silence of Sommaruga and the Swiss authorities only reinforces the feeling that the Federal Council and the Swiss Parliament are not fit to deal with the climate crisis and that, as Parliament prepares to begin its winter session, the time has come for Fernandez's request, who said: "I long to live. But to protect the future of my children, I am ready to die", should be granted without further delay.
Fernandez is available for interview requests in French, Spanish, German, English or Italian.

Swiss father of 3 Guillermo Fernandez is on his 26th day of hunger strike in front of the Swiss Parliament and has still received no official reaction from the Federal authorities. Fernandez demands the Parliament get compulsory training on the climate and ecological crises directly from scientists. He vowed not to eat until his demand is met, and states he is willing to die over this.
Swiss father of 3 Guillermo Fernandez began a hunger strike on November 1st in front of the Swiss Parliament in Bern.
He’s asking the minister of the environment, Mrs Simonetta Sommaruga, to convene the Parliament so they receive in-depth training about the climate and ecological crises from scientists of her own Federal offices, as well as from the Intergovernmental Panel on Climate Change (IPCC), the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) and the World Meteorological Organization (WMO). The training should also be filmed and broadcasted for the benefit of the Swiss public.
Fernandez has stated he is ready to go to his death over this demand.
“I ardently desire to live. But to protect the future of my children, I am ready to die.”
He says he has never been an activist, nor part of any party nor movement, but “When I read the conclusions of the last IPCC report, which came out on my daughter’s birthday, I felt my soul shatter. I suddenly could picture what her future will look like if we do not turn things around, and it was Hell. I decided to do anything in my power to stop that.”
The authorities have not reacted to his hunger strike so far. The minister visited him informally on Parliament square on November 17th to share a cup of tea, but they discussed superficial matters and neither his demand nor his hunger strike.
In the meantime, Fernandez has received visits from several IPCC authors, Nobel Prize Jacques Dubochet, and religious leaders, who expressed support. Mobilisation is growing around him, with candlelight vigils taking place every Saturday. This weekend's vigil coincides with Fernandez’ 48th birthday, and is expected to gather several hundred people.
Next week, meters away from Fernandez, the Swiss Parliament is set to start its 3-week winter session. Such sessions occur only 4 times a year in Switzerland, where Members of Parliament only work part-time in a so-called “militia system”.
As of 26.11, Fernandez has lost 14.6 kg but says he is still in good health so far. But the probability of severe complications and of death rises sharply after 60 days. It is so clear that these 3 weeks will be critical for Fernandez’ demand, as Christmas draws nearer and he gets weaker every day.
Fernandez is available for interview requests in French, Spanish, German, English or Italian.

This Saturday, November 20th, more than 130 people came from all over Switzerland for a candlelight vigil in support of Guillermo Fernandez, a father from Fribourg who has been on hunger strike since November 1st for the climate of his children. The vigil had last week gathered 35 people. After 20 days of hunger strike, still no answer from the authorities, but the visit of a Nobel Prize.
At 4:30 pm, more than 130 people converged on the Federal Square for a candlelight vigil. They came to support Guillermo Fernandez, and his request to the minister of the environment Simonetta Sommaruga: that the Federal Assembly finally be officially educated by scientists from the IPCC, IPBES, WMO and federal offices, on the climate and ecological emergencies.
After a few words from Guillermo, those present lit candles and stood for 20 minutes in front of the Federal Palace. A time for conversation followed.
The vigil will take place again next Saturday, which also happens to be Guillermo's birthday.
Guillermo: "I would like my birthday to be an invitation to celebrate Life together, and the Love that pushes us to put our own life at risk to protect the lives of our loved ones. I hope Ms. Sommaruga knows that she would be welcome to join us if she wishes."
To those present at the vigil who were asked the question: where did you come from? the answers ranged from Bern to Geneva, via Lausanne, Jura, Fribourg, Biel, Zurich, Schaffhausen and Luzern.
A participant, a grandmother from Bern:
"I was passing by the square and saw all these people standing with candles. I asked what it was about and they told me it was about the father on hunger strike. My husband and I had heard about him, so we each took a candle. We stayed to talk afterwards. We will do what we can to help him win. Madame Sommaruga must grant his request, it is very reasonable and I'm even amazed that it wasn't done years ago."
For the last three weeks, Guillermo has seen many people coming and going on this Federal square. These last days brought Céline Vara, deputee from the Green Party for the canton of Neuchâtel, Jacques Dubochet, Nobel Prize for Chemistry and a member of Grand-Parents for Climate, but also two IPCC authors.
Since his informal meeting with Madam Sommaruga last Thursday, when the conversation remained very superficial, Guillermo has received no response from the authorities regarding his demand.
In the meanwhile, over 4100 people sidned the petition to support his demand.
After 20 days without eating, Guillermo has lost 12.6 kg. His form is good, his morale and his determination to go to the end are intact.
The first serious health problems can occur after three weeks without food. Death can then occur at any point over a very long period.
Examples of people who have died on hunger strike include Martin Hurson (46 days) and Bobby Sand (66 days), political prisoners in Ireland, and Ebru Timtik, a Turkish lawyer who died last year in prison after 238 days without food.
On Wednesday, November 17th, around 3 pm, Guillermo Fernandez received a visit from Simonetta Sommaruga in the Federal Square, where he has been on hunger strike since November 1st. They talked for about 20 minutes about general issues. The Federal Councillor did not comment on the request of the striker to convene the Federal Assembly for a public training session on the climate and ecological crisis. Guillermo assures that his hunger strike will continue until this reasonable request is met - or his death.
Guillermo Fernandez, a 47-year-old Gruyerian and father of three, was on his 17th day without food on Wednesday.
Depending on the patient, a strong state of weakness often occurs after the second week of the hunger strike, and neurological problems can occur around week 3.
Guillermo has lost 11kg but is still doing very well for the moment. His concentration is normal and his morale is very good, thanks to the kindness of the Bernese people.
Around 3 pm, the Federal Councillor visited Guillermo. They shared a cup of tea. The conversation lasted about 20 minutes.
The Councillor said that she felt stuck and had difficulties negotiating in Glasgow during the COP26. She also mentioned the failure of the CO2 law, and her intention to be satisfied with incentive measures in the future, even if, she admitted, "this will not be enough to achieve our objectives". Without the euphemism: "insufficient to avoid catastrophic climate change". Inadequacies that worry enough within the federal offices, that employees leaked the bill to raise the alarm, as revealed recently by Heidi News.
On Guillermo's request to convene the Federal Assembly for a mandatory training session, the Councilwoman did not offer a comment.
Guillermo responded in a video following the conversation:
"In our politicians as in the population, the level of information must be decent, and the problem well posed. Right now, people are being asked, "What efforts are you willing to make to avoid this abstract danger that you've heard all kinds of misinformation about?" This is completely dishonest. The real question should be, "What efforts would you not be willing to make to save your children?". That is what the Federal Assembly should be working on, and that the question that we should be voting on."
In relation to the COP26 negotiations, the Fribourg native adds:
"How can we negotiate if we have no credibility with others? Switzerland's annual emissions continue to increase year after year![1] It is in our vital interest to make Switzerland an exemplary country, to be able to emulate other countries, and to accelerate by our example the global energy transition on which we all depend for survival."
Guillermo obviously continues his hunger strike. He calls his supporters to meet him this Saturday at 4:30 pm for a candlelight vigil.
Guillermo has vowed not to eat again until the Federal Assembly has been convened to a training session on the climate and ecological crises, given by researchers from federal offices, the IPCC, IPBES, and the World Meteorological Organization, and filmed to be shared with the population. He addressed his request to Mrs. Simonetta Sommaruga, head of the Department of the Environment.
Once the Federal Assembly is properly informed, Guillermo hopes that it will mandate the Federal Council to commit Switzerland to the following objectives Declare climate emergency, Emissions neutral by 2030, Climate and social justice, Ban on fossil finance, Proactive climate diplomacy.
"I want to live, but for my children's future, I am willing to die."

This Saturday on the Federal Square, 40 people from all over Switzerland gathered for a candlelight vigil, around Guillermo Fernandez, father of 3 currently on unlimited hunger strike for the climate of his children. At noon, a mother from Geneva had come especially to express her emotion with a dance.
"This Saturday, and the following ones, bring candles and hot tea to share. You are not obliged to put salt in yours, as my diet requires me to ;)" announced the 47-year-old from Fribourg on social media.
About forty people answered the call. Among them, Bernese, and people from the Jura, Geneva, Fribourg, Biel...
A mother and her children brought a decorated cardboard screen to house the candles, with "Kids for Climate" written on the back.
Guillermo testifies of a great support from the population, which warms his heart. Bernese people bring him blankets and heaters, flowers, and people from all over Switzerland come to visit him.
Jade, a 41-year-old mother of two from Geneva, came especially at noon to offer a dance.
"I am so afraid for the future of my two sons. Taking care of them in the present takes up all my time, so I don't have time to fight for their future. I feel completely stuck, helpless, torn. I don't know how to express in words all these emotions, and my gratitude towards what Guillermo is doing, so I came to dance. I've only been doing contemporary dance for two months... but it was really important to me!"
She continues, "For me, Guillermo represents the silent mass of ordinary people who are equally terrorized, but who have not yet found where and how to express their distress. People are victims of their daily lives, they don't lack courage, but to know what to do it often takes someone to lead the way."
Guillermo asks Mrs. Sommaruga, the Federal Councillor in charge of the environment, to convene the Federal Assembly for an official and public information session on the climate and ecological crisis, given by scientists from the FOEN, the IPCC, the IPBES and the World Meteorological Organization.
He vowed not to eat again until this session has taken place, and announced that he is ready to die over this simple yet vital request. He hopes that the Federal Assembly, fully aware of the urgency, will then mandate the Federal Council to commit Switzerland to carbon neutrality by 2030 in a socially just process, including an immediate ban on fossil finance and proactive climate diplomacy.

Le GIEC écrit: “Unless there are immediate, rapid and large-scale reductions in greenhouse gas emissions, limiting warming to close to 1.5 °C or even 2° C will be beyond reach.”
Today Monday, Guillermo Fernandez has not have eaten for a week. Since Monday, November 1, this 47-year-old father of three from Fribourg has sat every day on the Federal square with his sign: "Hunger strike for the climate of our children". He says he is prepared to die if his demands are not met.
As asked in his petition, Guillermo asks the Minister of Environment, Simonetta Sommaruga, to convene the Federal Assembly for a training session on the scientific facts of the climate and ecological emergency, as presented in the reports of the federal institutes, the IPCC, the IPBES, and the World Meteorological Organization. The training could be given by scientists from these same offices, and should be recorded and broadcasted for the benefit of the population.
Thus informed, Guillermo hopes that the Federal Assembly will mandate the Federal Council to apply the Swiss "state of necessity", to aim for carbon neutrality by 2030 at the latest in a spirit of climate and social justice, to ban fossil finance, and to lead a proactive climate diplomacy.
Guillermo has vowed not to eat until Madam Sommaruga convenes the Federal Assembly for this official training session. He is ready to give his life for this simple demand.
It was when he himself read the latest IPCC report on August 9th, that he became fully aware of the imminent danger his children were in, and decided to do everything in his power to protect them.
Guillermo: "I desperately want to live. But I'm ready to die, if it will give a chance to save my children from the hell on Earth that awaits them if we do nothing."
"Do your duty, madam, so that we can then do ours," he says in a video addressing Mrs. Sommaruga. "I place my life in your hands"
Guillermo is still in excellent physical and psychological shape and morale is good.
He received a lot of support, and visits from strangers who came to the Federal Square after hearing about him, including an author of the IPCC. Friends are calling to go to the Federal Square with candles and hot tea every night between 16:30 and 17:00, for vigils.
Guillermo meets interesting people on the square. Most show him support and share their personal concerns. He tells on twitter:
"On Thursday, two classes of children visiting Bern came to ask me what I was doing. I explained, they applauded and said thank you. They know. They know, but at school you are not allowed to talk about it. The teacher told me that her director forbids talking about climate in class, and demands they organise exams on days when Fridays for Future calls for school strikes. What a betrayal of our youth!"
Among the few Members of Parliament who came to talk to Guillermo on the first day were several SVP/UDC.
"I realised that some MPs know very well that if we continue, we are heading for the apocalypse. What chilled me was that their response was to buy guns and canned food. Without an immediate, concerted and united response, we are heading towards barbarism. That's what terrifies me most when I think of my children."
He also recounts a meeting with a Green congresswoman:
"She told me about her feeling of unease and helplessness, the impression of being faced with a wall of colleagues who don't want to know, of shouting into the void."
Guillermo Fernandez, a 48-year-old father of three from Fribourg, went on hunger strike in front of the Federal Palace on Monday 1 November. He is calling on the minister of the environment Simonetta Sommaruga to summon the National Council and the Council of States so that they can be officially informed of the facts about the climate and ecological crisis, as known by the federal offices and international scientific bodies recognised by Switzerland.
Given the objective urgency and necessity of the situation, he then expects the Head of the Department of the Environment to ask the Federal Assembly to mandate the Federal Council to lead Switzerland towards carbon neutrality by 2030, in a spirit of climate and social justice, including a ban on fossil fuel finance and proactive climate diplomacy.
Guillermo explains his resolution, and explicitly announces that he will refuse to eat until his request is heard, even if it means losing his life:
"On August 9, my daughter's birthday, I read the IPCC report. My soul was shattered. For my daughter, tomorrow would be worse than today, always worse, forever. Only one of the scenarios described in the report was acceptable to a parent: the one where all countries act today, with the same courage as in wartime. I am willing to risk my life to get that, because that is what parents do to protect the lives of their children."
On the need to officially inform members of the Federal Assembly of the state of knowledge, he adds:
"Our elected representatives are ill-informed about the absolute seriousness of the situation, even some Green representatives. It should be up to them to inform us and guide us in the right direction. Our Constitution itself commits us to safeguarding future generations.
Our elected representatives make us accomplices in sacrificing the future of our children. Instead of being the heroes of future generations, we will be the ones who betray them. If our elected representatives would take responsibility, we could then collectively take responsibility."
1 November marks the start of the 26th Conference of the Parties (COP26) in Glasgow, which Simonetta Sommaruga has visited. The previous 25 COPs, which since 1995 have aimed to stabilise and then reduce greenhouse gas emissions worldwide, have been a succession of failures: the quantity of greenhouse gases emitted annually worldwide has only increased year after year [1], including in Switzerland [2].
