ESU #17 administered ESU Values Surveys to school stakeholders and ESU staff to determine the extent to which ESU staff reflected the agency-adopted values.
The following 5-point likert scale was used:
1 - Lacking
2 - Infrequently
3 - Sometimes
4 - Consistently
5 - Above and Beyond
Overall, school district staff (137 responses) rated ESU staff above 4.0 on the 5-point scale on all ESU #17 values, with "Professionalism" receiving the highest marks (4.4).
ESU staff (17 responses) rated themselves lower, but above 3.5 on all values. Interpersonal communication and perceptions appear to be common threads that staff expressed as a challenge.

ESU #17 administered ESU Standards Surveys to internal and external stakeholders using questions that had been developed collaboratively with other ESUs. The goal of the survey was to collect data from stakeholders regarding current levels of stakeholder satisfaction as well as to inform agency performance relevant to the ESU Standards in the following Domain areas: 1) Purpose and Leadership, 2) Programs and Services, 3) Stakeholder Relationships and Communication and 4) Resource Capacity.
District teams (e.g., leadership, administrative, CIP, etc.) completed the survey, one per district. Internal stakeholders (ESU staff) completed the survey individually.
The following "LEARN" scale was used:
1 - Low (not at all, minimal)
2 - Emerging (to some extent but not meeting expectations)
3 - Appropriate (meets expectations)
4 - Remarkable (exceeds expectations)
N - No Response. NR responses indicated unfamiliarity or non-relevance and were not included in the final rating, although the number of NR responses was noted.
Two additional open-ended question were included at the end of the survey:
Please explain any Low (“1”) or Emerging (“2”) ratings in order to help the ESU understand how to improve its service to you.
Please share any additional observations or suggestions that would help the ESU and its staff members to improve.
