overview of hqsd
In the 2021-2022 school year, COVID-19 legislation will CONTINUE TO PROHIBIT the use of HQSD to measure student learning attributable to a teacher or principal while conducting performance evaluations. However, student academic growth data can be used to:
Adapt instruction to meet individual student needs or to
Improve practice for the teacher or principal
Not sure what to use for your HQSD? See the Selecting HQSD for Non-Tested subjects to explore possibilities.

Assessment Inventory
Start by completing a district wide assessment inventory to audit what is already in place.
Develop a Local Review Process
Following the guidelines outlined in the Framework, create the local process your district will utilize for HQSD review.
Assessment Blueprints
To ensure sound assessment design, districts may consider incorporating assessment blueprints as part of the HQSD approval process.

teacher resources (USING THE DATA)
Resources in this section are intended to support teachers and evaluators in USING the data available in the OTES 2.0 evaluation process.
NWEA MAP Data
Districts administering NWEA MAP benchmark assessments may consider using these templates to guide teachers in extracting actionable information from the MAP Growth Reports. See the separate DATA - MAP page for more resources related to using MAP for HQSD.
Value-Added Data
Teachers in tested areas must use the Value-Added progress dimension as one of their measures of HQSD. These templates can guide teachers in analyzing their data to make instructional decisions.
Calibrating HQSD Evidence
It is important for administrative teams to calibrate in rating teachers' use of data in an aligned manner. These files provide a SAMPLE exploration into what evidence COULD look like at the Skilled/Accomplished performance level for applicable rubric components. Use the sample for ideas, then complete one specific for your district.
