VOR

According to the national legislation (DLgs n. 213/2006), Voluntary Occurrence Reporting is under responsibility of ANSV (Agenzia Nazionale per la Sicurezza del Volo), the italian SIA. 

According to the Regulation (EU) 376/2014, Italy has established a MOR-system managed by ENAC and a VOR-system managed by ANSV. 

These two systems are defined in Articles 4 and 5 of Regulation (EU) 376/2014 respectively.

Due to the obligation to use a unique software for occurrence reporting (ECCAIRS 2 system), an agreement between ANSV and ENAC is into force since January 13, 2023, which aims at unifying and entrusting ENAC with the management of these two reporting systems.
