Information Sources

Data sources (occurrences and exposure data) used for this Safety Review are:

1A ECCAIRS 2 System

Since January 1, 2022 Mandatory Occurrence Reporting system requested by Regulation (EU) 376/2014 is ECCAIRS 2 (E2) and the occurrence management changed accordingly.
From this date Italy has started using E2 as the main aviation reporting system.

Cycle of an occurrence:

Original Report [OR] = safety event as sent by a Reporter. It is the basic data record within E2 and it is neither editable nor shareable with the ECR.

Validated Report [VR] = OR is copied into the Authority E2's database. It is editable by the Authority for data quality but it is not shareable with the ECR. A VR has to be subsequently integrated into an Occurrence (already existing or new).

Occurrence [OC] = this step allows the Authority to merge the same safety event reported by different stakeholders (e.g. Aircraft Operator, Aerodrome Operator, ANSP, etc.) into a single occurrence. The OC is the main enriched data record within E2 and it can be local or shared with the ECR. Each Authority can decide which fields to de-identify before sharing the OC.

1B eE-MOR System

According to § 1A, eE-MOR system collects all OCs until December 31, 2021.

Due to ECCAIRS 2 entry into force, since January 1, 2022 eE-MOR system is being used to only collect DGORs from shippers and forwarders according to ICAO Doc. 9284.
Old data collected through eE-MOR are stored and will remain available for consultation.

2 ENAC exposure data

Number of movements through italian commercial aerodromes is shown in the document “Dati di Traffico” which is published on ENAC website

Data on RAMP and ACAM inspections are provided by the ENAC Direzione Centrale Standard Tecnici e Operatività Aeronautica and they are published in ENAC Management Report (Report Direzionale).

3 Eurocontrol exposure data

The source of number of total flights is the STATFOR interactive dashboard of Eurocontrol.
Number of total flights is calculated as the sum of flights to/from italian aerodromes, flights between italian aerodromes and flights that flew over Italy.
