ENAC Safety Review 2023

Welcome to the ENAC Annual Safety Review for 2022, the year of the lifting of travel restrictions and return towards normal operations after Covid-19 pandemic era.

In fact, the italian civil aviation industry experienced a steady recover in 2022, during which business travels started returning to pre-pandemic levels and airports were able to bring back to their full capacity, while in 2023 it is expected that traffic levels may keep growing and they may be even higher than pre-pandemic period.

More in detail, there has been a 55% increase in Commercial Air Transport movements during 2022 with respect to 2021.

This result is substantial if compared with the small increase experienced in 2021 (+10%) with reference to 2020, while in 2020 a significant drop (-53%) with respect to 2019 was registered due to Covid-19 restrictions.

In Italy there were no fatalities within CAT domain in 2022.
The main statistics for accidents and serious incidents within commercial aviation did not reveal any pandemic-related issue in recent years but they are showing continuous reducing trends during post-pandemic recovery era. 

Sadly in 2022 there have been 8 fatalities within General Aviation (GA) domain in Italy (excluding pleasure or sport flights) and ENAC takes the opportunity to offer its sincerest and deepest condolences to families and friends of those passed away due to these events.
In order to help prevent further fatalities in this domain, ENAC constantly works along with experts in GA domain with the purpose of facilitating the sharing of lessons learned from accidents and serious incidents.

Looking forward, as the aviation industry endeavours to build back up on 2022’s recovery, challenges such as wars, rising fuel prices, climate change concerns and cybersecurity threats loom large on the horizon, but despite these, safety of flight is, and will always be, the highest priority for ENAC.

The safety data presented here form one element of the safety management process defined in the State Safety Programme - Italy.
It would not be possible to develop and share this intelligence without a healthy safety occurrence reporting culture.
Moreover, ENAC always encourages and welcomes the active participation of all entities involved in any aspect of civil aviation to report safety concerns in such a way that lessons can be learnt and safety levels can be continuously improved.
