REFERRAL & EVALUATION PROCESS

PROCEDURES FOR EVALUATING SPECIAL NEEDS OF STUDENTS

**This process is currently under review.

WHAT IS AN AD-HOC COMMITTEE

What is the purpose of an Ad-Hoc?

The purpose of the Ad-Hoc committee is to study the situation and monitor the student's progress. Ad-Hoc meetings occur for students with complex profiles who do not have an IEP.

Who is part of the committee?

An Ad-Hoc committee is composed of a representative of the school administration, teacher(s) concerned, professional (if required). Parents are invited to join the meetings, and if appropriate, the student concerned.

Who can request an Ad-Hoc Meeting?

Anyone involved in the student's team may request a meeting, including the parents.

STUDENT WITH SPECIAL NEEDS VS AT-RISK STUDENT

Student with special needs

A student with special needs will be identified as per the MEQ definitions. The following conditions must apply:

  • There must be an active IEP in place;

  • There must be a diagnosis, provided by qualified professionals;

  • The disabilities and/or limitations hinder or prevent the student from learning the content of the Québec Education Program or developing autonomy and achieving social integration;

  • Support measures must be taken to reduce the disadvantages caused by the disability or disorder.

At-Risk Student

Students who are identified as "at-risk" present certain vulnerability factors that may affect their learning or behaviour. They are therefore at risk of falling behind without the proper intervention.

Resource teachers and qualified professionals may assist the school administrator to evaluate the needs of the student and determine the correct identification, and may assist in the development of the IEP. IEPs for all special needs students are verified by the school board annually.

THE ROLE AND RESPONSIBILITES OF PARENTS

Parents should inform the school of any concerns they have regarding their child, or of any special needs that could affect their child's progress in school.

If professional evaluations or interventions are conducted by external resources, parents should inform the school administration. This will allow the coordination of services offered to the student.

It is a good idea to establish the preferred means of communication between parents and the student's teacher(s) [email, phone, etc.]. If the parent deems that a meeting or communication with a member of the school team is required, they can and should request it.
