The Social Welfare Employees Association of the Philippines (SWEAP) promotes the general welfare and benefits; rights and common interest of all its members. SWEAP FO VI Chapter constantly seek and work to establish and undertake programs and services such as healthcare services, emergency situation, bereavement assistance, livelihood and income generating projects, educational, retirement benefits and loyalty pay to eligible member employees.
DUGONG MAY MALASAKIT
A partnership program between DSWD - SWEAP and Philippine National Red Cross (PNRC) Iloilo Chapter wherein member employees and their family could avail blood at PNRC in case of emergencies or hospitalization.
To avail member employee in need shall fill-up BAP (Blood Assurance Program) Referral Form from HR Welfare or SWEAP and forward the same to PNRC.
A blood letting activity shall be facilitated by SWEAP and DSWD regularly or annually in coordination with PNRC to ensure supply and continuous availment of members.
BEREAVEMENT ASSISTANCE
SAGIP KAWANI
A one-time cash assistance shall be granted to active SWEAP members regardless of employment status that includes Regular, Contractual/Casual, Cost of Service (COS)/MOA and Job Order (JO) workers on the following programs:
a. Medical Assistance for critical illness such as heart attack, stroke, major organ transplant, end stage renal failure or coronary artery bypass surgery, kidney failure, coma, paralysis and the like
b. Cash Assistance for fire victims or emergency/disaster
The amount of financial assistance is at a minimum of P5,000.00 to maximum of P10,000.00 subject to assessment of the Welfare Committee and/or case study report.
PABAON (Retirement Program)
SWEAP active member employees in good standing can avail of and claim the benefit regardless of status of employment and who have served the Association for at least five (5) years and shall be limited to the following:
a. Compulsory retirement at age sixty-five (65) as mandated under RA 8291
b. Optional retirement at age sixty (60) and has rendered service for at least 15 years
c. Separation from service due to end of project/contract or termination due to critical illness and has rendered service for at least five (5) years.
d. The following are excluded from this benefit:
· Non-renewal of service due to poor performance or did not renew for personal reason or circumstances
· Resignation or transfer of employment to other agency/s or public and private institutions/companies
Cost of retirement/separation benefit is as follows:
5 years and below 10 years - P10,000.00
10 years and below 15 years - P30,000.00
15 years and below 20 years - P50,000.00
20 years and above - P100,000.00
RICE LOAN
This assistance is intended for rice loan that will help mitigate the effects of the current socio-economic challenges in the respective households of member employees.
Coverage and Eligibility Requirement:
The implementation of Rice Loan Assistance Program shall cover all rank-and-file and active SWEAP member employees that includes regular, casual/contractual, Cost of Service (COS) – MOA and Job Order (JO) workers.
A rice retailer or outlet shall be identified by the member applicant for the release of rice stocks. Sustainable Livelihood Program (SLP) or EPAPH program beneficiaries with rice retailing projects shall be preferred if it is available in the area of the member beneficiary.
Issuance of Rice Stocks:
1. The rice assistance shall be granted to the member beneficiary upon approval of his/her loan application the amount is based on the actual cost of one (1) sack of rice at a quantity of 50 kilograms
2. The identified or preferred rice retailing outlet shall be issued an Ordering Voucher (OV) for withdrawal of rice allocation by the member beneficiary or his/her authorized representative
3. The mode of payment is Cash On Delivery (COD) to be processed by SWEAP in coordination with the identified retailer/outlet and member beneficiary.
4. The payment can be made through GCASH or other form of digital or online financial transactions whatever is applicable or accessible
5. The member beneficiary shall acknowledge upon receipt of the rice stocks inorder for SWEAP to execute payment to the rice retailer/outlet
6. Hauling costs shall be the counterpart of the concerned member beneficiary.
Terms and Conditions:
1. The loan assistance amount shall be based on the actual selling price of one (1) sack of rice at fifty (50) kilo per sack ranging from P2,000.00 to P3,000.00
2. The loan term shall be at a maximum of two (2) months
3. The interest on the loan shall be computed at 1% per month and an additional P100.00 processing fee due to SWEAP shall be added computed as,
Total Loan Amount = Actual Cost 1 sack rice + Interest 1% per mo. + P100 processing fee
4. Loan payment shall be subject to salary deduction for the period of the loan term
PROSPER Expanded (Livelihood Program)
This livelihood project is designed to provide low interest loans to all members with salary grade 22 and below for a productive endeavor. It aims to provide opportunities for additional income through the promotion of entrepreneurship through business enterprise.
Cost of assistance is maximum P10,000.00 for applicant categorized as beginner and P20,000.00 to P30,000.00 for expansion. Interest on loan shall be computed at 1% per month and an additional 1% processing fee due to SWEAP shall be deducted from loan amount. No prepaid interest shall be deducted from the approved loan amount.
This recognition is given to Cost of Service (COS) and Job Order (JO) workers with 10 years membership or services rendered, as well as COS/JO workers who achieved Contractual status for 15 years. Awardees will receive a one-time cash incentive of P2,000.00 and a Certificate of Recognition.
Regular staff with permanent status are not included in this award since a similar recognition and cash incentives are provided by the Department.
