MEMBERSHIP
Who may join?
All rank and file employees of the DSWD, regardless of employment status, with salary grade 24 and below or from division chief down to the lowest ranked employees.
How to join?
Employees become members after submission of membership forms and regular union dues/collection check-off forms to the Membership Committee of the SWEAP chapter in their respective office of assignment.
RIGHTS AND DUTIES OF MEMBERS
To participate in union deliberations and activities including the right to vote and to run for union office
To have adequate access to union information;
To pay regular union dues and other union obligations;
To uphold and follow constitution and by-laws and duly approved rules and resolutions of the union.
ORGANIZATIONAL STRUCTURE
In the 1988 SWEAP National Constitution the central authority of the union, resides in the National Council composed of all chapter presidents which in turn were elected by their respective chapter boards and members. Regular elections, referendum and the right to recall elected officers are basic features too of the union’s constitution.
SWEAP NATIONAL ORGANIZATIONAL STRUCTURE
The National Council Elects from among its members the National Executive Board composed of the National President, National Vice President for Internal Affairs, National Vice-President for External Affairs, National Secretary, National Treasurer, National Auditor, and Press Relation Officer.
The National Executive Board ,who shall hold office for three years, is empowered to appoint the chairpersons of the National Secretariat and Standing Committees on Information, Education, Organizing, Finance and Grievance.
SWEAP CHAPTER ORGANIZATIONAL STRUCTURE
Each Chapter Elects its Regional Executive Board composed of the Chapter President, Chapter Vice President for Internal Affairs, Chapter Vice-President for External Affairs, Chapter Secretary, Chapter Treasurer, Chapter Auditor, and Press Relation Officer.
The Regional Executive Board ,who shall hold office for three years, is empowered to appoint the chairpersons of the Regional Secretariat and Standing Committees on Information, Education, Organizing, Finance and Grievance.
