The development of National Societies framework aims to guide the leaders of SNs. This conceptual framework addresses and explains what a National Society is, its priorities, and the main steps in implementing the development of National Societies. This implementation includes tools such as the OCAC, which helps guide and prioritise development efforts. The framework reminds sister National Societies that they must be vigilant in establishing coordinated and effective activities so as not to weaken National Societies.
The Pact for the Development of National Societies is a collective commitment based on four pledges. It is based on the National Societies Development Framework. The pledges in the Pact enable coherent efforts to be made to strengthen local stakeholders. The four pledges are as follows:
Better define priorities for the development of National Societies.
Provide skills tailored to needs.
Ensure the effectiveness and alignment of support for the development of National Societies.
Promote learning and ensure quality control.
The National Societies Development Policy affirms the Federation's commitment to the development of National Societies. This policy sets out the direction and key principles for the development of SNs. It establishes clear rules for SDSN and sets out principles to guide the practices of the Federation and its members with regard to the development of National Societies.

The statutes ensure that a National Society acts in accordance with the principles of the Federation. The statutes also play a strategic role in ensuring the capacity building and sustainability of an organisation.
The statutes provide a legal and operational framework that structures the organisation and supports its long-term development. Well-designed statutes ensure a governance structure that inspires confidence among donors and partners.
The Guidance for National Societies Statutes is the main resource to guide National Societies in developing, reviewing and revising their statutes and other relevant basic regulatory or policy documents.
The framework for branch development is aimed at National Society actors responsible for developing branches, as well as partner National Societies that support NSs in this process.
PNSs can contribute to the development of branches driven by the National Society's overall strategy by providing resources, knowledge and tools. In the process of developing a branch, key actions such as the BOCA diagnosis are essential to identify the strengths and weaknesses of a National Society branch.

The Competency Framework, which is intended for all persons deployed to and working with a national partner society, aims to:
Align support for the development of national societies with Federation standards
Contribute to the identification, recruitment, development and evaluation of persons who perform work that has an impact on the quality of the NSD
This competency framework defines seven key areas, taking into account what HNSs expect from their partners.
