Commitment No. 1: Act upon the priorities expressed by the NS rather than to needs, which, although potentially existing, are not a priority for the NS.
Commitment No. 2: Following a request for support, systematically question the capital gain and added value of the FRC in responding to it.
Commitment No. 3: Respect the roles and responsibilities of each core component of the Movement, as defined in the Pact for the Development of National Societies.
Commitment No. 4: Coordinate closely with other core components of the Movement in support of an NS in order to avoid duplication and overlapping approaches and tools.
Commitment No. 5: Pay close attention to the organisational culture of an NS and its socio-cultural context.
Develop the NS's capacity to attract, keep and deploy its human resources (volunteers and employees).
Strengthen the NS's financial autonomy.
Strengthen the NS's capacity to provide logistical support for operations.
Strengthen the NS's capacity to work towards the resilience of the most vulnerable through the enhancing of its thematic technical expertise.

The FRC maintains long-term partnerships with several NS and collaborates with them through a delegation present in the country or remotely.

Our regional action plan
The FRC has created and manages regional mechanisms whose mandate is based on developing the capacity of NS's in disaster preparedness and response.
The Indian Ocean Regional Intervention Platform (PIROI), created by the FRC in 1999, has a coordination agreement with the IFRC and works closely with six other National Societies in the Indian Ocean. The PIROI runs a disaster risk management programme in cooperation with the National Red Cross and Red Crescent Societies.
The Regional Intervention Platform for the Americas and the Caribbean (PIRAC), established by the FRC in 2005, also has a coordination agreement with the IFRC and works closely with eleven other NSs. The PIRAC runs programmes on disaster risk preparedness and management to improve community resilience in light of increasing threats due to climate change.
The South Pacific Regional Intervention Platform (PIROPS), created by the French Red Cross in 2007 and relaunched in 2024 with the support of the French Development Agency (AFD - 3 Oceans Project).

The FRC also supports entities whose mission is to provide services to all 191 National Red Cross and Red Crescent Societies:
The Global First Aid Reference Centre (GFARC), part of the International Federation of Red Cross and Red Crescent Societies (IFRC), has been managed by the CRF since 2012 and is integrated into its International Operations Department. The CRF funds 81% of the GFARC's operations and programme.
Red Social Innovation (RSI) is a social innovation resource centre co-created by the Spanish Red Cross and the French Red Cross, in partnership with the British Red Cross. It aims to promote, highlight and centralise social innovation initiatives led by project leaders from within or outside the Movement.
